External rules files now supported, maps.ini file merged into settings.ini

A starter help file (help.msg) created.

rules.easy.json included, but currently no different from built-in
("Challening") rules.

Added pollution to economy.

Pirates have a configuration sea attack damage now rather than just a
"sink potential".

Pirate-attacked trawlers and PT Boats track their damage now (if not
destroyed).

No mutinies during Martial Law.

Nice up/down green/red arrows to indicate latest changes in stats.

Some global Ctrl-keys (e.g. Ctrl-U) can now be used.
