Yup.  You can see that we went through a gradual change where most of the
people in gov't wanted to do a good job - hence the whistle blowers were
appreciated.  But, overtime shifted to a bunch of self-important fraudsters -
who hated whistle blowers because they ratted the fraudsters out.
