It's already a felony, 18 USC 1368 punishable by 1 year in prison or up
to 10 years if the animal is seriously injured or killed - regardless of
citizenship status.

Non-citizens can already be fast-track deported for felonies.

So, this is just legislative theater.

Don't we have more important things to fix?
