Aaron, I wasn't 100% on the Filibuster issue... reading over a few things while I typed this response. In 1975 they moved things down from 2/3rds (67) to 60... That 1975 2/3rds was a rule passed some time ago. Important takeaway... This is a Senate Rule and with a simple majority to make changes. The Speaking Filibuster as I described was the way it was since the beginning of time and it was in place to give the minority a voice. It kept the debate going.
