Isn't the filibuster an amendment though? Wouldn't the senate have to vote on it? There's no way out until we have a bigger majority (unless I'm missing something.)

I agree with that too though. If Trump wants it to get voted on, then Thune should take a vote on it. When we see the end of this predicament we'll know exactly who to blame, one way or the other.

Right. Thune is weak. I know that if I were GOP majority leader in the senate then I wouldn't rest until I had everyone's vote on this. They'd either be saving America or they'd be on a "definitely primary" list.
