That's a good point.

IHMO: Force the vote and force the RINOs to make a choice:
1. Betray their constituents and vote against SAFE - and lose the next
election, or get recalled.
2. Vote for it - and piss off the ones bribing/blackmailing/etc. them.

By Thune blocking a vote, he's protecting them.  Which means that he's being
bribed/blackmailed/etc.
