Theory on Noem:
We've seen for a while now that when we send (seemingly) good people to
Washington, that over time they seem to become compromised. This could be a
method to prevent that.

So assume for a moment that Noem had an affair (or someone has pictures that
make it seem so) and started to use that to pressure Noem.  One way to defuse
that would simply be to "fire" her.  She's not in that position anymore, so she
has no power.  The "blackmail" material drops in power.
