It just looks that way.

IHMO: The Elitists installed many greedy, useless people in positions of power.
 But those people were getting old - too old - to feel like they would be able
to enjoy their power.  So those people prematurely pushed too hard on their
agenda - and unwittingly ripped the mask off everything.

The reality is that they are working overtime every day.  But they try to keep
what they are doing quiet because if the population woke up to what they were
doing, everything that they had built would come crashing down.

Like it is today.
