That's the current part of the plan.  If you have 1,000,000 people in your
area, and 1,500,000 people vote, someone is going to say "What's going on?"

But if you have 1,500,000 people, and 500,000 are illegals who have someone
else vote in their name, the count doesn't raise any alarms.

That's why my SoS doesn't want to clean up the voter roles here in Michigan. 
All those non-people (illegals, dead people, people who have left) will "vote"
in the next election - for Democrats, of course.
