Ya, but they have to.

None of those people know how to drive in icy (even a little bit) weather nor
do they keep their tires up.  In Michigan, you'd be dead driving in winter with
bald tires.  Down south, bald tires are the norm.

Northern states have the facilities and plans for icy weather.  They
pre-emptively salt (or sand if the temps are too cold) the roads - especially
the intersections.  But that means that they have to stockpile both, and have
the trucks and drivers ready to spread the salt/sand when needed.
