I'd attribute it to the Leftie gov't's wanting to spend money on their social
programs (i.e.graft) and not on infrastructure.  So they don't have enough
equipment, men, etc. to do the work and don't want to get it because it would
take away from their graft.

Then there's the AI fakes that seem to be popping up everywhere.
