I suspect he's just another puppet like Trudeau. Selling parts of northern
Canada to the USA would be counterproductive to China and/or Russia's goals.

I think I get your point and northern Canada could have been a good place to defend the USA, but I suspect that Trump wants to stop the problem from even further away.
