But the problem is more the administrators, less the teachers right now.

In the schools that I've seen, 75% of the administration can be let go with no
change to the level of services offered.  They are just there to collect
paychecks.

And based on the education funding numbers that I've seen, that's what the
schools have been doing: padding the administration while enrollment drops and
getting more money from the State.

But that assumes the the education system exists to educate younglings to allow

That hasn't been the purpose of the public education system for generations
now.  It exist to produce programmable, mindless drones who will bindly follow
"experts".
