QWKnet topology does not really dictate a "central" hub. Take for example:

VERT
   |_TALAMASC
            |_YOURBBS
            |_HISBBS
            |_HERBBS
            |_THEIRBBS

For someone to send netmail from YOURBBS to THEIRBBS, the route would not go
through VERT (even though, technically VERT is the hub for TALAMASC).

In a QWKnet topology, the hub with the most nodes is the "central" hub. It's
not a title, it's a state. Right now (and for the foreseeable future),
Talamasca is still the DOVE-Net "central" hub. :-)
