A CP/M formatted disk for the DECmate ][ can be read by 22DISK on DOS.
Copy mload.com, cpsker.hex and cpvdm2.hex to a CP/M floppy with 22DISK.
On the DECmate ][ running CP/M, type:

MLOAD KERMIT=CPSKER.HEX,CPVDM2.HEX

This should produce a KERMIT.COM which can then be run.
