Mutiny Community DevNotes Verstion 5.27a - 2025-12-26

To accomodate having more bulletin board areas I've added a few things:
A sysop tool to create, delete, and rename boards.
Better code around 'N'ext Unread or 'ENTER' / '+' to read next message.
If no more messages in current board it's a bit better at searching subsequent boards.
'J'ump to board, lists the bulletin boards and lets you select from the list.

Now I just need to update the ANSI, CBM, and ATASCII files for the menu
