I thinking specifically the armory where a terrans front line
can change depending on how much pressure they have throughout
       the game.

No way. If you loose your armory, it is your fault/Zerg success.

I agree. I mean the same function as the bunker in sc2 versus.
If i expand outwards on the map and i want to move my armory
forward, it would be nice to have a refund function when i
       decide to demolish it.

Why would you want to destroy it ?
You are not suposed to go bunker. There is no point moving your
       armory.

He means when you built in the back because zerg pressure didn't
allow forward armory, but once you have upgraded marines and
maybe even cleared some pressure, you can put it more forward to
have better fallback point. I do it sometimes.... last time I
did it was when zerg made spire + 3 slowlings + full capacity on
me, then 1st supply 11 spawners (ling creeper of course) on me,
again full capacity... played 1-2 gas for long time, put armory
behind pond at like 13minutes... moved it into my standard
       position 5min later.
So yeah, there is a point moving your armory, but I don't think
you need some sort of salvage refund^^

You don't need a refund. It's at worst 30s of gas lost. If you
don't want to take that hit, then don't take it. Build more
marines and just win. You don't need your armory to kill big
       spines.
