       The Year is 840 and Emperor Hantei along with his 3 children
       seek to refine the empire during a remarkable time where a huge
       cultural expansion and booming of the courts marked a new age.
       Hantei see's his reign as a success and has since focused on his
       children, allowing them to represent him in the Imperial Courts.
       As Rokugan grows Hantei delegates matters of varying importance
       to his children, something that increasingly causes great stress
       within the court as the current Emperor is'nt as pragmatic as
       some would like him to be. He is unconventional and vague with
       his edicts and lives a monastic lifestyle when not attending
       court.
       The Emperor Hantei XXVIII has granted each of his children a
       single decree each during a rare appearance to address the
       Empire on his youngest daughter's birthday. His son, a talented
       and calculating swordsman who's just completed his Gempukku
       chose to bring law and order to the unaligned territories. He
       has since then joined alongside the Taisa of the Eighth Imperial
       Legion to train for his future position of commander. His oldest
       daughter, an apathetic and spoiled rotten teenager sought to
       consolidate the greater courts of Otosan Uchi and rid it of the
       trivials of dealing with minor clans, ronin and bonge cast
       issues so that they royalty may only focus on matters of the
       upmost importance to the empire, perhaps to make things easy for
       her should she be chosen. As a response perhaps even a
       punishment, she has been placed in charge of the new court to be
       headquartered in the unaligned territories her brother wanted to
       restore law into. His youngest child being the highlight of the
       current theaters around the Empire has single handedly changed
       the way Minor Clanship is dealt with and caused a stir amongst
       land owners. By her wish the Tanuki clan has been revived after
       the question of who she adored most shocked the empire. She
       chose the Tanuki over her mother's beloved Kujaku family after
       citing her father's stories of their ancestor dismantling them
       due to his grandfather's drunken descision to make them a great
       clan in the first place. The Tanuki's estates and holdings have
       become sacrosanct under her word and the clan has now been
       elevated to the highest that a Minor Clan can become almost
       overnight and she has been placed on the high chambers of the
       new court given to her elder sister.
       A series of Imperial edicts have been issued and it is now
       mandated that a new court form to consolidate all of the Minor
       Clans under a single roof to form an imperially sponsored court
       that will not only handle each clan's affairs under the guidance
       of the major clan members but also administrate and federalize
       Minor Clans holdings the unaligned territories under imperial
       law. The Court of Golden Scars will be Based in Zakyo Toshi, the
       Pleasure City by Decree of Otomo Mitsuki and Miya Akane. By
       Otomo Mitsuki's order the court's ranks must be filled with
       Rokugan's best and brightest from it's newest generation of
       samurai and the Great Clans have all submitted their finest
       bushi to Imperial Scouts to be considered to join the newly
       formed Court of Golden Scars. You along with fellow samurai from
       your family have been called from your family's stronghold to
       attend a veiwing before your Daimyo and an Imperial Scout. Will
       you join the ranks of the Court of Golden Scars and carry steel
       on behalf of the Emperor's Children ?
       What does this mean for the Unaligned Territories that surround
       the Shinomen Mori and Zakyo Toshi ? With the forming of a new
       court, the old powers that be have to be removed and some of
       them are very reluctant. We'll see what happens in the City of
       White Walls, we'll see who takes History.
