Tactics: DD makes fire with bulelts before his torpedos hit

This idea tries to force the enemy ship to use it's repair
button and after that make a big damage that causes floodings
and fires.
Typically a DD send torpedos towards the enemy ship first and
then has an opportiunity to hide somewhere. Either into a smoke
or behind an island. Before the torps arrive and before the DD
becomes unspotted he shoots bulelts towards the enemy ship
hoping to cause a fire there and hoping the enemy to use a
repair button. After shooting such bulelts the DD becomes
unspotted for the enemies and the torpedos arrive and make the
main damage and hopefully fires which cannot be removed because
the Repair button is not available.

Generally Dds should not use their guns because guns don't deal
much damage compared to primitive ship types and becoming
spotted is a huge risk for Dd. But if the risk doesn't look so
high then shooting bullets is fine. Shooting bullets can change
the target to turn or slow down which can lead torps to succeed.
If torps seem to fail because the enemy drives too fast then
bullets often makes it to slow down.
