captain skills

On the example picture you see squares of mandatory 17 points
worth captao nskills for all DDs.
When you get +4 points and 21 points in total you can put those
4 randomly.
While you are getting the 21 points you have obviously some
other random temporary skills there, or for other reasons, but
eventually 17 points go to those.

milestones:
10 points. After getting 10 points chose concealment 4 points
skill and survivability skills.
14 points. On that milestone get radio 4 points skill.
21 points. Add shell dispersion 4 points skill plus any random
skills of 3 points.
The radio 4 point skill is like a radar, the game is jsut blind
without it.
The shell dispersion 4 points skill is a debatable skill but can
be debate to be better than any other skills. For example, what
is the point of having a little bit better guns or torps
compared to that shell dispersion skill that enables you
agressively scout.

There are 2 skills for 4-points which both increase the ship
speed. One of them makes ship faster when unspotted, the other
when spotted. You can think which one you prefer more, you can't
usually take both. Because 21 skill points enable maximum 3
skills of 4-point skills, first of them is almost always a
concealment skill which wastes 10 points, 2nd skill is radio
which wastes 14 points, and the 3rd skill bring you to 18 points
and the remaining 3 points are not enough to buy a 4th skill of
4 points. So, you take the Concealment and Radio and then only 1
of the above speed skills.
Not all ships need those speed skills, but Shima as an
agressive quite fast spotter benefits more when speed goes up
when he gets spotted. He gets disengaged quicker plus that speed
skill also makes enemy bullets to miss him more. Shima doesn't
need more speed when unspotted, that's why only spotted speed
skill is good.
A slower DD may prefer the opposite. Pampa for example should
take the speed boist when unspotted. So he can arrive faster to
locations, specially in the start of the battle, but also while
following enemy targets, etc.
In general, for slow DDs you pick the Unspooted Speed boost, and
for average speed DDs you can exlude speed boosts totally or if
you want an agressive scouting playstyle then you choose the
Spotted Speed boost. For fast DDs you obviously don't take those
speed skills at all.
