Well things don't look good for forming a team.
I will take the lead in the battle portion if that helps.
Question for Admin.
Can any one from the clan create teams and enter tournaments or
is it limited to the comp team?

From my understanding anyone can do it. Each clan tag can field
one team for the Global Dominance contest. Only the commander of
that clan can do the strategic portion of the play. The tactical
portion is the actual battle between two teams to win a specific
territory.
We have three tags:
OFF
-OFF-
_OFF_
So we could field three groups.

Yeah Wargaming limits each clan tag to 100 members only. So to
get everyone into Old Farts and Fogies, we had to buy additional
tags.
If Wargaming could just have done what every other game does and
set the limit around 250-300, we'd all sport the same tag.
As far as smaller sponsored tournaments there aren't any. The
community has taken it upon themselves to create their own.
Global Domination is the first one coming from WG in a very long
time, and it's not even the product of WG Chicago /Baltimore. WG
Moscow is running it, so that's why the battles times are wonky
