Hmm..I know there are In-game starbases that the game created
like Starbase 39-Sierra. Haven't seen the fleet ones. Maybe they
updated the fleet crap?

To engage tge slipstream drive, all you need to do is hold down
the up part of your d-pad. The engine slider will enage to max
warp and start flashing and you'll engage slipstream. It inly
lasts for three minutes, and will need to recharge before you
can use again
