Well I have a federation member that 30 something but I also
have a romulan member that's almost 30 so I didn't know

Looks like the only restriction is that the Feds and Klingons
can't join each other's fleets. Romulans can swing both ways,
and join either side.

How do I join this fleet? I need a guide. My Vulcan science
officer and her ship, the USS Resolute, are ready to join. I
think Schaubicus is too.

get this done. He needs 5 people to team up with him to form a
fleet.

Did anything get done with the fleet? I didn't see anyone on to
do it. Basically it is making OFF in STO. A clan in the game
so to speak.
