Each team gets 7 tanks, with a total "points" of 54, with those
points being the tiers (e.g., a tier VIII is 8 points).
Basically, teams get 6 tier VIIIs and one tier VI (usually a
light), or 5 VIIIs and two VIIs (again, usually lights).

Generally, if we end up having more than 7 players per side, we
add another Tier VIII. Last week we had 9/70 by the end of it.
