I haven't seen a confirmation whether or not Premium tanks are
allowed for the competition??

Premiums are allowed.
Other updates:
Heavy Competition: Tier VII will be used instead of tier VI
since there is only one German Heavy Tank available at that
tier. Tier VII gives you the option of Tiger P or the Tiger.
Medium Competition: Changed from Tier V to Tier VI - better
variety of tanks to choose from.
