It seems that many people within this thread have made some very
heavy inferences into the intention of WGA. Again, one side of
the extremists are telling us that "they know" that the German
line was OP and that is why WGA nerfed the tanks.
I have not seen one single post from any WGA official or
representative that has given the slightest inclination that
they believed that the German line was OP for any reason. The
only indication to their intention was that they put these nerfs
in place to make way for the new tanks within the 1.3 update.
This in addition to the parity with the 8.8 release on the PC.
The last statement from Pain explicitly stated, "I want to wait
for the results of that before going into specific details but
we're looking at the "buffs" that came along with the engine
changes."
Unless you have access to the data, which none of us do, or have
access to inner process and conversations at WGA, coming to this
forum and saying that, "WGA believed that the German line was
too strong on the three pillars of tankdom. blah, blah,
blah...", is pure speculation.
I thought I answered what our intent was in one of my posts
somewhere. Sorry if I wasn't clear, there are tons of threads.
Our intent was to keep our own balance for the 360 and make the
appropriate changes as we go along. In 1.3 we had to make some
changes to the tech tree and underlying components due to very
deep changes in the files that make up the tanks in server code.
With the thousands of changes we merged over and reverted we
overlooked the horsepower decrease on the German tanks (known as
the great German nerf in these forums).
We have two choices to remedy this as we must keep the
substructure of the German tanks intact. Give the new engines
the same stats as the ones in 1.2, OR take the other changes to
the German line from PC (known as the missing companion buffs).
We've been analyzing both options, the latter being crazily
complicated. Does that answer your questions?

I fully understood your intent, but others on this thread keep
insisting you had alterior motives. I was referencing that I had
seen no evidence of that. Seeing speculative details about how
you guys at WGA thought the German line was OP were unfounded,
so I commented to that affect. I concur with Steampunk, your
situation is not an enviable one, diffing files is no fun,
especially if it has to be repeated ad nauseam. Man, you guys
are stuck between a rock and a hard place.
There is a very bright side.
Without saying so, it appears that you (WGA) acknowledges that
we are not crazy and that our voice on this thread had merit.
The degree of merit perhaps is debatable, it has obviously been
debated here for a week. Regardless, you are looking into a
solution. For that I am thankful you hear our voice on this
subject. We live in an unfortunate world where the loudest
complaints get the most attention. I hope that the presentation
of our opinion was more useful than hurtful. Thank you for
listening.
The two solutions you are debating internally are both
acceptable to me. I can see how this may be difficult to decide
upon, a revert to 1.2 may be simpler and faster to implement
now, but what is the long play? I think from a user, a merge
towards parity with the PC would be easier to understand. Wikis
would match up, future implementations would not come as a
surprise, etc. But you guys at WGA may lose something, something
very important, and that is the freedom to make decisions on the
metrics that you believe in. What if in the future you don't
agree with the nerf of the 183? What then? If you take the path
to the PC you will be bounded by their decisions. If you take
your own path, you may be forced with similar passionate
postings like this one. Your situation is a really difficult one
and I really feel bad about contributing towards it. But in the
long run, I believe the game will be better for it.
On any respect, I am very satisfied that this is being handled.
My perceived balance will be achieved with either of your
decisions. I am lifting my personal financial embargo and will
be purchasing the Dicker Max and Animal Package this evening.
I appreciate you taking this post seriously. Good luck with your
split decision, either way it seems fair to me.
Good luck again and Thank You.
I appreciate your response and my hard place equally. You're
post lifted my spirits during a trying week. It's ultimately my
fault this mistake got out into the Live game.
To go back or go forward would not make us slaves to the PC in
anyway. Going back is easy and leaves us modifying 1.2 for a
long time to come. Taking the all of the changes just means
that's our new starting point. The decision to make is, which
is a better game for the players right now. What I can tell you
is that either way, we won't take PC balance after this. We'll
fork those files and only reference PC going forward. No more
merges after this for the tank files.

Seeing that the nerf was only the part of the PC 8.8 they
followed I'd say they didn't follow it at all. It was either a
deliberate nerf or they are really stupid not to balance the
German tank when they buffed all the Russians.
I am however waiting to see if they correct this. I think that
losing gold may outweigh Russian favoritism.

I know we are beginning to get comments, not specific answers, I
am one of the 21 pages in quite a few places, the key question
is highlighted below.

Hi guys :) I just wanted to step in and say that I did take time
to read the whole 11 page thread up to this point, and I'll be
including in my report of hot topics for this week that I
compile every Monday. I want to say thank you to the posters in
this thread - I was very impressed at the ability to express
opinions constructively and consider each others viewpoints
without resorting to name calling and general hysteria. This is
how discussions should go, but very often do not.
We are looking very closely at all of the feedback being
provided about 1.3 and there is a ton of it to sort through and
respond to. This week has been primarily about trying to fix
bugs that are, for some players, game breaking at this point.
The freezes that require a hard reset in particular are
something we want to get resolved asap. Because that is our
focus, we haven't yet had time to come back and address some of
the issues like this one.
I know that the changes that were made in 8.8 were all
considered very carefully, and decisions about what to include
and what not to include on Xbox were very deliberate. However, I
don't have an answer for you as to why these particular negative
changes were made without the corresponding positive ones from
PC. It doesn't mean that answer doesn't exist - I just don't
have it to provide to you right now. I will make the commitment
to speak to the people in the dev studio who made those
decisions and get a "why" answer for this, but it will be early
next week before I can come back to you with anything.

If you notice on the parts I highlighted in red.

merges after this for the tank files. This is Pain from the WG
Developers and apparently resposible for the 1.3 update.
My summation is: WG wanted to save money on the new content by
taking some of the PC files and "cut and paste" the PC code
for XBox.
The result was not all of the appropiate code was copied. i.e.
Nerfs and no corresponding buffs ala PC 8.8...
Tl;dr...
WG goofed with 1.3 release... Now the question is what can they
do to fix it? Based on the comments from Pain, they will
address the issue... Soon... :palm:

As I said wait and see. They'd have to be daft not to realise it
was completely mental not to balance the germans with the 1.3
instead of just a nerf, not buying it. It's lose of income that
has brought them around if anything.

WG I believe said it wanted to keep the PC and 360 versions
desperate... maybe this is the first step?
The nerf really didn't affect me as of right now I own 2 German
tanks... the Tiger and the new premium Dicker max.

I come at the issue from a technical stand point. I think, from
reading between the lines, the problem arose when WG Xbox tried
to use the PC balance teams metrics.
Then they tried to import the PC balance and used the tank stat
data from the 8.8.
The problem was that most likely the 8.8 data was implemented in
more than one release internally to WG. i.e. Tank stats are
two or more developers, each submitting their data at different
times...
When the new 1.3 is integrated, there was a date which all the
merge code had to be compiled for release (from the PC code).
From a QC stand point, I think the PC code had more than one
component that did not meet the date selected as the "Final
Release of 8.8".
I believe that is why we were having freezes and crashes and WG
actually had to pull some maps out of rotation. It's all
related to the tank rendering and stat codes... If the tanks
have conflicting or incomplete data, they cannot be rendered.
I am not a game developer, but I have had to manage code
releases for different platforms. I can tell you first hand, the
most difficult tasks I've had involved "merging exsisting
metrics" to a different platform. Always a few revisions get
left out or the code is whacked because someone did not send
their most recent revision.
Still I am not making excuses for WG. Proper testing should
catch most, if not all of those issues prior to release. I just
recognize what a pickle they are in...
WG is going to get hit on two fronts financially.
One, the user base is having a fit and the predictable loss of
revenue associated with that.
Two, They are going to have to dedicate resources to correct the
code and have to foot the costs of another patch or another
revision and go through the MS certification again.
I would not be happy having to present either of those options
at a staff meeting.

I realize the "testing base" is much bigger once you release a
patch to the entire WOT community but, if players post-patch
were realizing the issues with their German tanks literally
within hours of it being released, isn't this something that
should have easily been discovered during testing (i.e. German
tanks got the engine nerf, but not the corresponding buffs)?
