I'd certainly be willing to consider something like that type of
system that Prd30 mentions. But I don't know how we'd implement
it on the server. If you have any ideas on how it could be
implemented on the server, while yet maintaining the security of
the server, I'd would very open to discussing it. 8)

The only issue would be is it could attract some nagging and
hunting of this person for no reason.

One issue I would fear would be that what might start out as
some petty stealing from people, could escalate into that person
becoming more bitter and start some more major griefing and
such.
Another option I've seen on other servers... which might be even
easier to manage, would be to have like a court hall, where all
the members could congregate and the accused is preset, and we
have testimony, and a jury of their peers decide the punishment.
