Cancellation and Refusal Entry Into MCA

Received a clarification from the WVOEMS concering cancellations
and refusals being entered into the PreMIS System by MCA. The
state is requesting that cancellations and refusals are to be
entered into the PreMIS system for statistical purposes. All
cancellations and refusals have to be entered into the MCA EPIC
System.
