Suggestions to save or change WA.

Those are not my suggestions, just some rewritten things from a
steamchat conversation I had with an operator.
In WA there should be a lot of changes, radical changes, Map,
lore, faction, everything should be rebuild from the start if we
really want to save the server and the community.
Map.
There should be a map change, since the map we are using now is
old and boring, we should change to something like a stalker map
even if it's not sunny or falloutish, it could be a darker
location in the new lore (Maybe a new place in Washington, since
the area is not all desert like Nevada), perhaps rp_stalker or
rp_darkdolina_v4 or srp_occult or whatever. Or maybe
rp_apocalypse, but it's pretty dark and foggy map.
RP
There would be a main town, controlled by a trusted player as
Major and with many jobs to offer (Bartender, Town guard,
technician, cook/baker, builder, prospector, Major assistant,
secretary, blacksmith, scout and whatever else, many options).
Town would be quite large and that would be the center of
passiveRP and such stuff. Outside the town would be a large,
dangerous wasteland, which would actually be dangerous and
people wouldn't just leave the town anytime alone, even if
armed, to go bunnyhopping and lolrunning around scrapping junk.
There would be dangers (wildlife, raiders) and scavenging would
be different (Admin placed junk/food/other stuff you would find
would be placed at logical locations where they would be in
realism and not just laying in middle of open fields. If we
could achieve people actually going out of town in groups and
actually walking around and roleplaying things, including
picking up loot they find, and actually feeling the danger of
wasteland, would be great. No item spawners at all, unless we
get them working to spawn loot at logical locations (inside
fridges, on tables, inside lockers etc.)
How to make people play more on hostile characters, like raiders
and wildlife?Perhaps there could be a little raider camp where
raiders could RP and somekind of watchtowers where they would
wait for their prey while RPing with their companions. Don't
know about the wildlife as they can't have that much passiveRP
due to limit of no speech and them being not as smart as human
being.
Factions.
The legion should be removed since it's always inactive and
mostly useless, instead there should be a raider faction to
replace them, there could be a low amount of NCR or even zero,
town would be controlled by Major and people could create more
RP doing their own defences, as there would not be some random
IC NCR. There might be some third faction as currently is
Brotherhood, but not Brotherhood, it's not needed at all.
Economy system.
Caps would actually be hard to get, you would get them by
looting things and selling them, working, gambling or some other
way. Guns would be rare and melee weapons would be common and
cheap. Every donator has best guns and unlimited ammo on current
WA, which is kind of dumb and it's not even struggletosurviveRP
anymore. T flags? Noone should have that except admins. Traders
should have some supply, perhaps a passworded container with
stuff and no T flags to prevent asspull.
If there were T flags, atleast without ability to buy guns.
Trader could be given some gun supplies each week/3 days or
something, as ICly got them from a passing caravan. That would
be more realistic than having unlimited supply of everything.
Food would be more realistic price and you could gain it at
scavenging/hunting aswell, not only some random junk you can
turn into caps.
Donators.
Donators wouldn't get caps at all on new characters, it's not
fun if someone just makes a character and instantly has more
caps than someone developing it for two weeks. If donators HAVE
to get caps, it should atleast not be even close to such numbers
as 5000 or 3000 caps, more like 100-300 caps. Main donator
benefit would be TnB model/s, forum donator group, perhaps a
whitelist for lighter types of wildlife (geckos, bloatflies,
radroaches etc.) plus of course 'pe' or 'pet' flags, and NO 'T'
flags.

More than half of the stuff already exists on the server and
most of the rest is not to good to apply.
Map thing is critical. The problem are not the T flags but the
caps everyone uses to buy the things but they were removed from
the donation benefits a long time ago anyway.

The economy is over-nerfing it, without T flags it would be
impossible to get guns. Period.
Guns are NOT rare in Fallout, in fact they're one of the easiest
things to get. The fact there aren't MORE guns is surprising.
And ICly caravans would pass through much faster than every
three days, not to mention the fact that people frequently trade
other items in fallout maintaining a steady supply of all
standard goods.
The current item spawn system makes sense and is actually
nerfed, considering that there is A LOT more garbage in fallout
that can be sold for caps.
Caps are probably one of the 10 most common things on Earth
anyway, so no. Not that hard to get.
Donations are also one of the reasons the server is still alive,
the caps are a massive incentive. Ergo, no caps no donations.

I would say maybe just import the data, then get the users to
come back and make a fresh account.

This server and the community have not been active for over a
year. Wayside Alabaster will probably have a revival in future
but that will not happen within the next 1.5 years. It will also
run on a different schema so the data that is lost anyway would
not be useful.
