Capes

Title of Suggestion: Capes when starting
Description: I'm suggesting that Legends and Obsidian capes to
be added to the shops for new players to purchase.
Why: As we might know by now..Jad doesn't have the biggest fan
base in Runescape. Therefore, I am suggesting both of these
capes be added for the new players to purchase and not have to
wait until they achieve a skill to 99 or defeat Jad.
