       After achieving 99 in a skill, you can purchase the skillcapes
       by trading Hickton at ::home
       Follow this path (Second Attachment)

       Trade him, not Talk. (First Attachment)

       Then with 99,000 in your inventory you can buy your skillcape
       for the 99 you have. (Third Attachment)

       Note: This is also a fletching store! You buy fletch equipment
       and materials.
