       I was watching this for the Daryl nukes the bikers scene, when I
       realized how  their leader was imitating Negan: the mood swings
       from affable to dangerous, the jokes, the catch phrase, and
       dragging out the fear and tension.

       that's actually a common thing with the saviors. They're all
       Negan therefore they all act like he does, especially the lower
       ranking leaders such as the guy you're referring to. Another is
       Simon aka Trevor especially 705 "Go Getters"
       I guess you could say it's just kind of like this hive mentality
       thing going on.
