I know Rick gets a lot of flack for the decisions hes made as a
leader, so out of all these characters, who do you think has
been the better leader?

I had to vote for Rick obviously and not just because he's my
favorite, but rather what he has done for his people and I'll
explain my reasoning while comparing the others.
Rick as a leader VS The Governor.
You can say what you will about Rick and his Ricktatorship at
the time, but the Governor rose to power by using fear and
intimidation. The respect towards him was not loyal at all but
because they didn't want to end up another victim.
Most everyone knew the Governor was crazy and psychotic and this
is why they followed his orders even if they didn't want to.
However it was obvious the other citizens of Woodbury were
unaware of who the Governor really was, and even believed he was
some kind of hero who went out to rescue other survivors and
never questioned where he was getting all his supplies from.
Rick on the other hand never pretended to be anyone else and let
his group see him for who he is, even when he was at his worst
after having to kill Shane and leave the farm behind. But still
Rick let them know exactly who he was and that things were going
to be different from then on, and it was all about how they
would be able to survive.
So Rick is the better leader IMO compared to the Governor.
Next Rick VS Gareth.
Again Gareth like the Governor is definitely on the crazy/psycho
spectrum, but he was an honest leader to his people despite the
way they ran things. But Gareth had also convinced his people
that killing and eating other survivors was the only way to
survive when it clearly wasn't.
Rick might have convinced his people of things as well, but at
least he still allowed them to make their own decisions. Gareth
on the other hand was controlling and wanted things done a
certain way. At best he was a deluded leader of a cult that
convinced himself and his people that what they were doing to
others was justified because of their own trauma.
Also as a leader Gareth didn't seem to care much about his own
people just like the Governor, but rather what they could
provide to and do for him.
Example? After Gareth's brother is shot dead, they take his body
away to butcher him up because he is considered "food" to them.
This sort of detachment could best be described as sadistic but
again Gareth is running a cult and has convinced these people
this is how things need to be. Even when Bob Stookey tells
Gareth there's a cure and things can go back to the way they
once were, Gareth tells him "You can't go back, Bob."
Now when you compare Rick to Gareth, at least Rick views his
people as people and not fodder or even food. This shows that
even though Rick doesn't make the best choices he's still kept
his humanity.
Rick VS Deanna
Deanna Monroe has been the leader of Alexandria since the
beginning but sadly has kept her people sheltered and never even
thought about the possibility of their community being attacked
by outsiders. Even walkers weren't a threat since most herds
have ended up trapped in the quarry which were blocked by trucks
so they couldn't get out.
But Deanna wanted her people to live their lives as though the
apocalypse didn't exist despite she was curious about the lives
of those who were living out there and wanted Aaron to find
these people and bring them back so they could learn from them.
Only what Deanna realized was Rick and his people had been
outside the walls for too long and were at best unpredictable,
but it was the same on Rick's side.
They were all strangers to one another and after the Terminus
experience Rick knew better than to trust these people right off
the bat and he, Carol, and Daryl, were plotting to take
Alexandria until Rick started to settle down and see that they
weren't in any harm.
Now as a leader Deanna was honest compare to Rick, but because
she kept her people sheltered and didn't even want them to learn
how to fight the walkers or other people, she wasn't a very good
leader and it was obvious that Alexandria needed Rick in the
end.
Rick VS Gregory
This will be shorter because Gregory has only appeared in one
episode, but based on the story Gregory is a coward of a leader
and allowed outsiders like the Saviors to bully his community
into giving up half of their goods in exchange for protection
from the walkers. Like Deanna, his people never learned how to
fight and so they've relied on the saviors to make it all this
time.
Rick on the other hand obviously sees the importance in teaching
others how to fight back and defend themselves, which is why
Deanna wanted him to take her place as leader of Alexandria and
also why the hilltop community needs Rick and his people to
fight Negan and the saviors.
Gregory is a lazy leader who doesn't seem to care much for his
people at all, unlike Rick who cares greatly and is deeply
affected when he loses one of them no matter how short of a time
they've been in his group.
So there you have it, my reasons why I think Rick is still the
better leader than the rest of these guys. Feel free to agree or
disagree. I love a good debate =]
