Has Rick become more like the Governor?

After rewatching this episode again I noticed that Rick was
mirroring the Governor a lot more especially with his "Kill them
all" and then at the end with "Come on out so we can talk."
Personally I do think Rick has learned a thing or two from his
past enemies and is now using it for his own survival. In 5B and
6A Rick was acting a lot like Shane but after seeing Jessie die
and witnessing Carl's injury, he snapped out of it and became
his old self again for a while, but now with Negan and the
saviors, Rick seems to be acting like the Governor now.

I think the experience at Terminus changed Rick. He realizes
there are greater dangers than walkers, that there are groups of
survivors ready to pillage and slaughter, and that Carol's
actions at the prison was the right decision.

He probably realized he needs to become more dangerous himself
in order to protect his people and survive and probably regrets
not being that way back then when the Governor was out to kill
them. The Rick we have now would've killed the Governor in
"Arrow on the Doorpost" without even hesitating.
