I know this episode gets a lot of hate but I actually enjoyed
it. You have Andrea leaving Woodbury thinking she's going to
make it back to the prison safe and sound only to have the
Governor in full psycho mode hunting her down.
If ever there was a moment to showcase his creepiness, this was
definitely it. the whistling and scraping of that shovel while
Andrea is hiding from him always gave me goosebumps. And then
just when you think she's made it back, the Governor pops up and
grabs her. Rick almost saw her it's so sad and then she ends up
tied in that chair in the Governor's torture room.
I always hated that part because I wanted her to be reunited
with her group again.

Andrea should've left with Rick and the others at the conclusion
of his meeting with the Governor.
Andrea saw that the Governor lied to her yet again. He said he
was willing to compromise, but when the meeting started, he
wanted Rick to surrender.
The fact that the Governor ordered all firearms confiscated
shows he knew Andrea wasn't with him anymore, and he didn't want
her to start a revolt in Woodbury.

But do you think Andrea could've left with them without some
kind of retaliation from the Governor then, or would he just
wait until he and his men attacked the prison?

The Governor only had Martinez and Milton with him during his
meeting with Rick; if Andrea said she was going back to the
prison, there's nothing the Governor could do about it.
Hershel asked Andrea to come back to the group, but she refused.

Do you think she refused just so she could keep an eye on things
in Woodbury or was it because of her feelings for the Governor?

At that point, I believe Andrea stayed for the Woodburians, not
the Governor. She was attracted to him, but he'd lied and kept
too many secrets for her to trust him completely.
