HTML http://vrc.createaforum.com/rfactor-2/installing-2-copies-of-rfactor-2/
same app :)
you dont need pw and login for server only just use details this
steamcmd +login anonymous +force_install_dir
../rFactor2-Dedicated +app_update 400300 +quit
so use the 400300(server only) for custom game app id not the
365960(Full rf2) it says in guide
i named one rf2 server and one rf2full so i can install full or
just server

Thanks for the replies guys. I followed the first link you gave
me Gerry to get the server installed initially. The second link
is for hosting a server without a dedicated server installation.
I believe this is nothing more than a port issue. The two ports
used by steam 64298 UDP and 64299 UDP simply will not open
again for the new IP. I will probably have to restart with
completely new ports and see if that helps.

Well after looking around some more I finally found a post that
was useful. I looked into the CustomPluginVariables.json and
realized that not all my plugins were listed I manually added
the following to the json file.
,
"SteamPlugin.dll":{
" Enabled":1
}
Upon adding that It all appeared to begin working properly. Dear
lord. Why wasn't the steam plugin listed? In any case I believe
we are back in business now.
I will likely take the server down tomorrow or Saturday to plug
in a different CPU I located on Amazon thereby upgrading the CPU
from a Xeon 2.53GHz Dual core w/out hyperthreading to a Xeon
3.06 GHz quad core with hyperthreading (8 threads!) I hope it
works well. I also was able to add 4 more GB of RAM to make a
total of 8GB of RAM.
This was only possible through the generous donations of our
dedicated members. Give yourselves a round of applause. You all
made this happen. Great job all. See you on track.

No Kidding Gerry... but I dont understand why that particular
plugin would not be present.
I will be taking the server down one last time to install the
new CPU that just showed up. Then once that is installed and
working properly we will be all setup. Gosh this is exciting. I
can probably run significantly more servers. I think we will be
able to host additional content that the membership requests
beyond the official points series races.
