CPU monitor is showing maxed out. but my task manager is showing
13% CPU usage at most.... very confusing. I have AMD CPU (FX8320
@4.0 GHz) and GPU (R9 290).

I think I'm in no hurry to update...
I read there are problems with vsync. Turn it off if you have it
enabled and see if that gives you more fps.

Multiview is absolutely crushing my FPS. Turn it off and i can
get 50+ FPS with eye candy turned on and no PP. Turn it back on
with same settings and I get 15-20 at most....

I think it's safe to say that unless you like frustration and
anger you should probably stick with the DirectX 9 version of
rfactor 2 for now

rf2 FB page quite good for dx11 related posts :)
Took this post too may help with settings
Hi guys,
For all those who have performance issues, I have removed
player.json file and allowed rfactor2 to generate a new one.
After that configure propper settings and remove CBASH and
SHADERS.
I obtained a 50% FPS performance boost with the same settings.
From 30-40 FPS to mid 80s
My settings are as follows:

here is the thread i copied it from
HTML https://forum.studio-397.com/index.php?threads/dx11-and-vr-open-beta-is-here.55270/page-8
I did not delete my .json file but done everything else.
i am at 78ish fps multi-view on and 130ish multi view off at
donington
so at project cars frame rates with the changes and not on DX11
optimised track either ;D
That's me happy :)

I've had the same experience as most of you. The answers were
kind of addressed in the original post by S397 so you just have
to read a little. I'm planning to just do a full delete of my
game and then opt in to DX11 beta and reinstall the game.
They've clearly stated that the game should run as well or
better than it did on DX9 so something is not updating properly.
Rather than muck around trying to figure out what components I
will install new and if the framerates are too low, or glare is
an issue, or there is a glowing box around my car, I'll just go
back to DX9 stable(ish) game.

I suspect some of it must have to do with the launcher and it's
video setting not recognizing players video cards and their
Video memory size correctly. I'll try tonight when I get home to
get rid of the player.json file and see if that helps or not.
BTW the people I have seen who have had good success so far
seemed to have overpowered video cards. 1070's 1080's Etc...
maybe the card is simply overpowering the lack of optimization.
(AMD users such as myself also seem to be suffering more than
Nvidia users)

This is exactly why RF2 will never be popular. Most people
expect that when an update happens.... that it just works
(shocking, right?)
Those of us that stuck with this game just accept that we are
going to have to edit files that we really know very little
about. Most people say "Eff You" and buy another sim.
The VR experience that they just HAD to rush out to release (you
know, because VR sells, right?) Now just gave even those guys
another reason to say "No thank you" to RF2.
i hate this game as much as I love it sometimes.
