Europe is already home to electrolyzer manufacturers with
experience in all variants, as well as strong research centers.
These players include large industrial players, such as
ThyssenKrupp and Siemens, as well as smaller companies, which
often focus on emerging technologies that are not yet mature.
Currently, 60% of the world's electrolyzer manufacturing
capacity and 40% of electrolysis capacity are located in the EU
. Furthermore, Europe is a leader in technology: it holds
approximately 40% of all relevant patents.

       pemHowever, electrolyzer manufacturers
often complain that their customers still have to make final
investment decisions, which is why the manufacturing scale
cannot be expanded. Customers, for their part, criticize the
strict legal requirements proposed in the drafts for the
European Commission's delegated law. This is decisive for the
definition of green hydrogen and the conditions required for its
       production.

The original draft specified “additionality”: from the end of
2026, only electricity from recently built, unsubsidized solar
and wind farms will be used for electrolysis. Secondly, it
required a spatial and temporal correlation: starting in 2027,
an electrolyzer could only use electricity generated at the same
time, in the same tendered area and by plants directly connected
to the electrolyzer. However, these strict rules ignore the fact
that electrolyzers must operate for at least 4,000 hours each
year to be cost competitive. Therefore, a recent vote by the
European Parliament rejected these two provisions.
