Why are there bases on a PvE planet shooting at me and I can't d
estroy them?

On a PvE planet people assume that it means they are safe from
being shot at and killed, this is not however correct.
Alien bases, drones and alien creatures can all shoot and kill
on a PvE planet, however as a general rule other players can't
hurt you or your creations.
The exception to this is an alien base (POI) that has been taken
over by a fellow player (this is done by replacing the alien
core with their own core). If they leave the alien defense
weapons in tact they will then continue to shoot at, damage and
possible destroy / kill other players. Since this is now
technically a fellow players base, you are not able to hurt or
destroy the base.
The only options that you have is to steer clear of the base or
talk to an admin, if you have a very good case for it, the admin
will remove the POI from the map.
