Likely neither.
In order to qualify for any sort at all, your CP or RP total has
to be less than 50% of that of the highest totaling team.

Also, just made me think of something. A rule change, but a
very very small one. If we take out all of someone's legs, can
that force them to fly as to not gain the "on ground" bonuses
that were added with the previous major update?

Either that or if they really want to stay on the ground, they
count as Knocked Down (-20% AS/DS) because they have no legs...
