Dr. Oliver: No. It's not a prank. I tried to avoid it as long as
I could, but Doggie talked me into this. Myself, Doggie, and Mr.
Meyers can sense something on the horizon. Something dark... We
don't know if it's a threat we know, like Hei or the Lich Queen,
or a new threat. All we know is that there are three power
rangers coming to live in this town, and now the power is
calling two more. We suspect that something is getting ready to
happen, and the Power is calling the ones who will defend this
town.

The two siblings turn to each other, exchanging looks before
turning to the morphers in front of them. Hesitantly and almost
in sync, the two place their hands on the morphers and examine
them.

Almost as though the morphers connected with them, the morphers
transfer some power to Phoebe and Lloyd. Almost instantly, their
physical stats can be felt to increase through the morphing grid
amplification, but also they would gain new abilities. For
Phoebe, she would gain the power of Strength of the Tiger, where
she would be able to strengthen her body so that it was hard to
damage and increase her physical strength to incredible levels
temporarily. For Lloyd, he would gain the Fangs of the Dragon,
which would let him generate piercing strike attacks using his
arms and legs that would generate green dragon energy that could
either create the head of a dragon from his attacks to bite
opponents, or could create a claw of dragon energy. Immediately,
Phoebe and Lloyd would be able to sense the new powers, as well
as know what they are and how to call on them.

The two Hellsing siblings almost jump in shock due to the sudden
power they received. Although Phoebe remain awestruck, Lloyd
couldn't help but laugh in excitement.
Lloyd: Oh, this is amazing! Happy Birthday to us!

Cruger: Just remember that being a ranger isn't all fun and
games... It's a large responsibility. He says, mostly to Lloyd.

Eric: Well... I know what to say. You're both part of the team
now... Or what constitutes as a team in this case. He says,
realizing that their group was a bit of a ragtag group of random
power rangers.

Dr. Oliver: It's not desperation or caution... We don't choose
who gains the power. But as far as who else might become a power
ranger, I don't know. I am still trying to figure out a few
other things. The Power choose you, and I just went with what it
chose.
Cruger then turns to Phoebe and Lloyd. Cruger: There are some
rules you have to follow as Power Rangers, which you should be
aware of. I'm sure these will be obvious to the two of you, but
listen anyway. He says the last part somewhat jokingly as holds
up his hand and holds up fingers, counting the rules as he lists
them. First, you must use your ranger powers in self defense
only, not for outright attack or killing. Second, you mustn't
escalate battles unless you are left with no other option.
Third, you must use your powers for ensuring justice, not for
vengeance, anger, or to hurt others. And fourth, you must not
use your powers for glory or selfish desires.
After Cruger lists the rules, Dr. Oliver turns to Phoebe and
Lloyd. Dr. Oliver: Operate by those rules, and the Power will
protect you. This only applies to your ranger powers though. You
can still use your normal abilities as you did before.
