       RP: The Meta-Human Killer: Cicada

       For the police, there had been no shortage of crime going on in
       the city, between Nightshade, Inferno, and many other smaller
       groups of criminals. In addition, serial killers like Scar were
       also still running around. With the cases coming in, one of the
       few good things had been the fact that Black Sun had left Mecha
       Shadow with the police, not only acting as a communication link,
       as well as support ever since the red moon incident.
       However, as of recently, a new serial killer had appeared in
       London. With London being one of the cities highest in
       population of known supernaturals, attention of all kinds was
       being focused on the city. However, this new serial killer
       seemed different from the rest. This serial killer was only
       killing supernaturals, or anyone that wasn't a normal human.
       Mostly, the killer had been focused on vampires and werewolves,
       but also going after magic users, even killing a few people
       allied with the Liberi Group. So far, the killer had steered
       clear of Hellsing, the Iscariot and the White Council, but no
       one knew for how long he would avoid them.
       So far, his killings had all told the same story. The victims
       had been beat half to death, then stabbed by some sort of bladed
       weapon in the heart to finish them off while they were on the
       ground. Though the killer had been fighting higher level
       supernaturals, so far none of the victims had any trace of the
       killer's DNA, showing that even though they tried to fight back,
       they were unable to land a single hit on the killer. What was
       stranger is that the death blow seemed to come even among those
       that could regenerate, and whatever weapon was being used seemed
       to negate regeneration.
       However, all of this would soon be more understood with the most
       recent killing by this killer. Unlike before, not only had the
       killer gone after a group of stronger supernaturals, but he had
       taken on multiple opponents. And unlike before, the killer had
       been caught on camera, unlike the last few times. It was obvious
       that the killer was getting more confident in his abilities.
       It was not long after the latest killing, that as the media
       found out about the investigation, they had managed to recover
       the surveillance footage before the police had. While the police
       had gotten the footage, the media had been covering the
       killings.
       During a broadcast.
       The news station was showing the video, showing the man fighting
       the group.
       The video showed the man walking up to two vampires and a
       werewolf hanging out together. The three were not criminals it
       seemed, and seemed to just be supernaturals enjoying the night.
       The man had a hood and a special mask, which seemed to make a
       strange sound when the man breathed.
       Vampire 1: Who's this idiot? He says as he notices the man
       cutting them off, holding what appeared to be a glowing dagger
       in his hand.
       Vampire: We'll see how tough he is. He's human... This should be
       easy. He says, cracking his knuckles.
       Werewolf: You picked the wrong group, friend. He says as he goes
       into werewolf form.
       The man throws the dagger into the ground, which releases a
       wave, which seems to knock out the video feeds.
       After the video, the news returns to the female news anchor.
       News Anchor: No one knows who this man is... But recent video
       footage has led to people calling this new serial killer:
       Cicada. So far, he has been known to target supernaturals, which
       adds another reason to be careful walking the streets of the
       city. Between the killings of Scar, the recent uprise in human
       trafficking believed to be caused by Nightshade, and the gang
       wars among the groups in London, there's much for the citizens
       to be on the lookout for.
       Watching the broadcast on his way to the crime scene, PI Dr.
       Nate Barker sighs.
       Nate: Damn... The media already gave him a name? That was fast.
       This video couldn't have been out more than an hour. He says,
       before getting to the crime scene. As he walks up, he finds
       Amenadiel already present.
       Amenadiel: I take it you're with the police?
       Nate: Friend of Kindron's... He shows his PI identification to
       Amenadiel. He asked me to help with the case. He's working on
       trying to track down certain Nightshade members, but he said
       he'd join us if we need him.
       Amenadiel: I see... He sighs. Well... What I know so far,
       there's three meta-human victims, two vampires and one werewolf.
       They seem to have fought together and lost to this guy.
       Nate: Meta-human? Is that what we're calling supernaturals now?
       Amenadiel: Sorry... In the FBI, we usually refer to them as meta
       humans. Cause not all of them are supernatural in nature.
       Nate: Ah... That makes sense.
       Amenadiel: You see what they're calling this guy? He asks Nate.
       Nate: Cicada... The video went out an hour ago, and they're
       already naming the guy? All I can say is that I don't hate the
       name, but damn I hate the media... Part of the reason I'm glad I
       gave up being a cop so I don't have to deal with them. He says
       with a shrug.
       Nate looks at the bodies as he activates his psychic eye,
       looking over the bodies. Nate: Strange... My eye should be able
       to see their minds before they died... But... It's like they're
       blank spots in the world or something. I can't use my psychic
       eye on them, but it's not like something's resisting me... It's
       like I'm just drawing a blank like my eye isn't working or
       something. He says, somewhat confused. Well... So much for me
       being an advantage on that front... He looks around with his
       psychic eye. Everything else works fine. My psychic powers work
       fine everwhere else.
       Amenadiel looks to the body. Amenadiel: Well... It's just like
       the others at first glance... Beaten half to death, and then
       stabbed through the heart, but we'll still need Ducky to confirm
       that there's not anything different. Not one of them got a hit
       in on their attacker. If this guy is that good, why not just
       kill them immediately? Why beat them to death?
       Nate: He could have anger management issues. He says jokingly.
       But I think the question is, what is he trying to gain? He
       obvious didn't know these guys, so why fight them? Hell... What
       kind of human would WANT to fight three supernaturals at once...
       I mean... There's better ways to settle your disputes, bro. He
       says, partially to himself.
       From behind, Dr. Spencer Reid walks up. Reid: Actually... In
       ancient times, there was a Germanic law of trial by combat in
       many cultures where they would settle disputes or accusations
       where there were no witnesses or way of knowing who was actually
       right by having the two people in question fight, and whoever
       won, they would proclaim to be correct.  He says as he walks up
       and looks over the body.

       Dectective Mason Fletcher walks up to the group with a cup of
       coffee in his hand. Normally, he would be with his partner
       Detective Jane Rodriguez but she is still busy trying to use
       technology to find the serial killer due to her being a
       psy-tech. Mason listen to Reid as he takes a few sips of his
       coffee.
       Mason: The kid's on to something. Not to mention that I've seen
       this kind of stuff back then. A few which I was involved in
       during my younger and more violent days.

       Officer Ziva David steps into the crime scene briefly flashing
       her credentials. She was filling in for Jane as Mason’s
       temporary partner. Her eyes briefly drift to the bodies.
       Ziva: Well this man certainly has his M.O. down to a science.
       Have you gathered anything without us? She asks looking between
       Nate and Amenadiel.
       A few moments before Ziva arrived, Ducky had just shown up
       setting down his medical bag. He pulls on a pair of gloves and
       crouches down next to the closest body to look it over.
       Ducky: The practice Dr. Reid is referring to is exactly why we
       have the phrase “throwing down the gauntlet”. At some point in
       the middle age it became practice for the disputers to have
       squires, who after checking to make sure there was no magic or
       witchcraft involved, would try to talk it all out and when that
       didn’t work they would donate money to a church and literally
       throw down a gauntlet to signal that this challenge was
       happening. And it seems for these poor folks that our killer was
       more than happy to pick up the gauntlet in this case.
       He begins to examine the stab wound on the first body to gather
       the type and shape of the weapon based on the wound pattern
       left. He also looks for any debris that may have possibly broken
       off.

       Nate: So it would appear. He says to Ducky. Two vampires and
       werewolf... That's not an easy group to take down. Not even
       supernatural hunters would fair in a fight like that without a
       scratch. Or at least... most of them.
       Amenadiel: Same here. I saw my fair share of fights. Even if I
       didn't fight in any of them. He says in response to Mason's
       comment. He then turns to Ziva as she arrives. We know that he's
       stepping it up. Got caught on camera, and he took on a group of
       three this time. According to the video footage that aired on
       the news, I think we can rule out any relations between the
       victims like we thought. It appears this guy really is going
       after meta-humans randomly.
       Reid: Either he's escalating to get more satisfaction or
       emotional release out of his fights and is getting careless, or
       he's testing himself to become a more efficient killer. Based on
       the profile Dr. Canaan gave me, I'd say testing himself to
       become more efficient would fit better into his psychological
       profile, but either scenario means this guy is going to become
       even more dangerous. We still don't have enough information to
       say whether he's fighting them for fun or if he's fighting them
       out of anger though. Or enough to figure out how he's picking
       his victims. He says to the group.
       As Ducky would examine the corpses, he would find more or less
       the same thing as the previous bodies, which was that they were
       beat near to death and then stabbed.  However, this time, the
       stab wound would have slight energy burns around it, which were
       not present in the last victims, even though it appeared to be
       the same weapon that killed the previous victims.

       Mason: Yeah, Jane was having problems trying to track down this
       creep after that video footage. Usually, it would take a few
       hours at most but even with the killer being less careful, she
       still doesn't have anything. Hopefully, Lorenzo got someone who
       might help out.
       Those who know Lorenzo is that he was a mafia bounty hunter who
       has a lot of connections.

       Ziva nods though the last half of Amenadiel’s statement makes
       her turn to look at him as she responds. Ziva: The only direct
       relation we have is that they aren’t normal humans. They fit the
       the profile though, and at first I thought maybe he was doing
       this as challenge like Dr. Reid suggest just to see how much he
       can take and do. Now I’m beginning to wonder if this is
       personal. A vendetta of sorts and if that’s the case is he
       taking out just strangers or is our golden ticket within all
       these victims. Because if it was just pushing himself, why only
       focus on meta-humans. Why not go after supernatural beings too?
       She steps to the werewolf’s body as she speaks. This one doesn’t
       fit. It was likely a wrong place, wrong time body. He couldn’t
       leave witnesses.
       Ducky takes a skin sample of the burnt portion of skin off one
       of the bodies to send off to the lab for analysis later. As he
       stands up he looks back to the group.
       Ducky: Whatever the case may be our profile just changed a bit.
       Same weapon based off the wound pattern at first appearance, but
       now there’s charred skin. I’m guessing from some kind of energy
       based attacks, so he either pulled out a new trick that he’s
       been holding back or our dear killer is learning and getting
       brave.

       Dr. Reid: He's been pretty careful up to this point... And even
       now, it seems like there's a deliberate intent in everything he
       does. I'd be more surprised if your people did find anything
       that can track him as things stand right now. It might be better
       to try and find information on the victims to see if any of them
       had anyone watching them or saw anyone suspicious the days
       before they died. I think it's safe to say by how well prepared
       he is that he must be watching his victims for some time before
       he attacks, and seems to know when victims will be alone so he
       can target them. These fights aren't just something that happen
       randomly. He's planning each fight before it happens, and he
       could be spending days to weeks watching some of these victims
       to learn their habits so he can catch them alone. He says to
       Mason.
       Amenadiel: A vendetta against meta-humans is starting to look
       more and more likely it seems. Though we don't have enough
       information to rule anything out yet. Beating someone half to
       death and then stabbing them rather than finishing them off with
       a beating... His MO is a bit strange. He says to Ziva.
       Nate: The video footage that aired showed the werewolf and two
       vampires knew each other. They were all part of a group. It's
       most likely he targeted them all at once, and if he didn't plan
       on the werewolf, he still must have adapted pretty quickly which
       means he's a pretty adaptable fighter on top of everything. He
       looks over at the sample Ducky takes, activating his psychic
       eye. That weapon of his is definitely some kind of supernatural
       weapon. I'm pretty sure that's what knocked out the video feed
       when he attacked the group. He sighs as he looks at the sample.
       It could be those burns that are the reason I can't use my
       psychic eye on them. But I'd also have to look at the other
       victims to know for sure.

       Mason: You got a point there. Doesn't hurt to ask. listens to
       Ducky and Nate Wait a minute. A supernatural weapon? Damn, I got
       a hunch but I'm not so sure. If that weapon can disrupt
       technology like the CCTV cameras, it might also be a power
       negation weapon. It would explain why we couldn't get a clear
       read on the victims. He says mostly to Nate due to his psychic
       powers.

       Ziva: If this is revenge or a vendetta maybe he’s reenacting
       someone else’s method in these killings. Maybe one of these
       people or someone like this one did something like this to
       someone he knew and this is his method of getting back at them
       while making this whole thing a test of limits. As she speaks
       she starts examining the bodies and taking crime scene photos
       now that she won’t be under Ducky’s feet.
       Ducky looks towards Mason as he speaks. Ducky: You could be onto
       something there. It could be why Nate’s abilities aren’t working
       if it has some sort of lasting aura negating abilities. It could
       also explain why none of the victims were able to heal or
       regenerate their wounds. He collects a few more samples and
       stores them away. I’ll have to send them off to the lab to test
       that theory. And of course I’ll bring Dr. Barker to the lab to
       see our other victims.

       Nate: If this weapon is supernatural... It doesn't work like
       normal power negation. That means it could have other effects we
       don't know about as well. If it can affect my eye, then that
       means it doesn't just work on negating natural powers, it could
       also negate supernatural items and weapons. He says in thought.
       I will say though... This is turning into some freaky sh*t, bro.
       He says sarcastically with a sigh.
       Reid: If it is a vendetta... His MO could be a way to beat down
       those he feels have wronged him. He probably felt powerless to
       help someone in his life, and now he wants his victims to feel
       that same powerlessness before he kills them which is why he
       beats them half to death before stabbing them. It could be a way
       to make his opponent suffer like he does as a method of him
       trying to get revenge. Or... It's also possible that he's just
       trying to weaken them so that he doesn't risk missing with his
       weapon, which could imply that his weapon is only useful under
       certain circumstances. He weakens them enough so that one stab
       will finish the job. Honestly, I think either one might fit
       given his current profile. He says in response to Ziva's
       comment.
