       Profile Update: Chelsea Hellsing
       By: Coolcat207 Date: October 9, 2020, 10:33 pm
       ---------------------------------------------------------
"I've never hurt an innocent person in my life."
"Eh, the ninja thing isn't really my style. I'm kind of a
mixture of monster hunter and rogue with a pinch of special ops,
       ya know?"
"You looking for something?" holds up an item she just stole
"Eh, screw it. Let's go kick some butt."
"We did good, Heiru. I'd like to see those lying-ass TV talkers
       make this look bad."
~Chelsea to Heiru in her home world when they stopped a drug
       trafficking operation.
       "I'm not a monster. I just... I just want a place where I can
       call home."
"Are we gonna keep playing hide and go seek or are we gonna be
civilized and talk this out? I don't have all night."
~Chelsea to Oyuki Darkfire before Oyuki betrayed the Order.
"Trust me, pal. I know fear. The things I've seen out there can
be pretty scary for a kid. That is until I realized the hard way
that the stuff you hear from fairy tales and junk are real when
you witness a damn vampire chowing down on some scumbag like he
was a ham hock. Crap like that can crank up your fear up to at
       least an 11."
"Just when I thought that I've seen everything in this crazy ass
       world."
~Chelsea looking up at a giant Megazord.
"Man, no wonder Oyuki left. You people are d*cks."
~Chelsea to a few Interdimensional Order of the Dragon goons.
"Some old fart once said that it takes a monster to take down
one. That saying really rubbed me the wrong way. Why do you have
to stoop to their level in order to get the job done? I mean,
yeah we all have demons but we don't have to let them take
charge. We ain't perfect but we can still be able to help others
without destroying ourselves in the process."
"No. No offense to my mythical buddies, but I would rather die
standing on my own two feet as a human. Yeah, this little street
rat still got some pride left. So, you can go tell that furry
and his boyfriend to kiss my ass."
~Chelsea to a high rank member of the Interdimensional Order of
the Dragon when the member tried to offer Chelsea "a new start
       at life".
Chelsea: Wait, so you ditch an important school event to help us
hunt down this creep? Aww, you do care about us~.
Lucia: Don't be so cheeky. I'm just here to make sure you idiots
       don't get killed.
Chelsea: teasingly in a mocking yet fairly decent British
accent: Oh, but of course! Good heavens, it's not like your cold
heart has started to defrost or anything so preposterous.
Lucia: annoyed: Oh my God, can we please get going and kill this
monster before it eats someone's face off?
"You're right. I'm not a blood born Hellsing. But blood doesn't
mean everything. Akiba took me in out of the kindness of his
heart. He didn't see me as a freak or a weapon. He saw me as a
person and a kid who needs a family. I worked my ass off to earn
the family name just like Akiba and his sister, Integra did.
They got their strengths and I have mine. I don't need some rite
of passage crap or something to prove what I truly am. I'm a
conduit and a Hellsing and I'm proud of it. And if anyone says
otherwise, I have no problem kicking their ass!"
"I wouldn't want to mess with her if I were you. Do you really
want to p*ss off someone who can give you a black eye at light
speed from another county? Even without her powers, she can
still put you in the hospital."
~One of Chelsea's friends Vivian Langston to a schoolmate about
       Chelsea and her abilities.
       Name:
Chelsea Williams Hellsing (Dimensional Alternate. Will use her
middle name as her last name when undercover)
       Alias/Nickname:
       The Monkey
       Neon Girl
       Bright Light
       Age:
       17
       Gender:
       Female
       Species:
       Human Conduit
       Family:
       Birth Parents: Unknown (Presumed Dead)
Foster Grandfather: Arthur Hellsing (Deceased; Killed by his own
       brother)
Foster Grandmother: Unnamed (Deceased; Killed by Deathstroke)
Foster Father: Akiba Hellsing ([member=1]Zorbak the Ebil
       Moglin[/member])
Foster Aunt: Integra Hellsing (Deceased; Killed by the
Interdimensional Order of the Dragon from her world)
       Organization:
       Crow Mercenaries
       Powers:
       Superior Human Physiology:
~The user is a human that has developed powers and abilities
from a variety of causes/circumstances, such as evolution,
genetic experiments, enchantment, having powers bestowed upon
them by other beings or sources, through unnatural birth causes,
and training to obtain said powers classifying them into
superhuman beings. Also, thanks to still being human, (if the
powers are in any relation to genetics), they can use these
abilities without becoming a monster (i.e. keeping their human
physique, sanity, and humanity without it being altered from
       possible instability).
Chelsea is a human conduit, a metahuman who possess superhuman
abilities afforded to them by the presence of the "Conduit
Gene". The conduit gene can be present in both humans and
animals. The word conduit has been used to designate anyone with
superhuman abilities, regardless of whether or not they possess
the conduit gene. Conduit abilities can range from manipulation
of certain forms of energy or matter to flight, enhanced senses,
and strength, or other physical and mental enhancements. Normal
humans, either out of fear, jealousy, or prejudice often detest
and reject Conduits, calling them "freaks", "deviants", or
"bioterrorists" and, on many accounts, physically abusing them
or those suspected to be one.
       Neon Manipulation:
~User can create, shape and manipulate neon, a colorless,
odorless, inert monatomic gas under standard conditions, but
when under low pressure glows a bright orange-red if an electric
current is passed through it. Although neon is a very common
element in the universe and solar system, it is very rare on
       Earth.
Neon is used in signs, vacuum tubes, high-voltage indicators,
lightning arrestors, wave meter tubes, television tubes, and
helium-neon lasers. Liquefied neon is commercially used as a
cryogenic refrigerant in applications not requiring the lower
temperature range attainable with more extreme liquid helium
       refrigeration.
       Bio-Light Manipulation:
~User can create, shape, and manipulate light to the point of
even manipulating various optical phenomena via their biofield
as a medium. Since the light is biological generated, it can
even be used as means of healing one's injuries or enhance one's
       biological condition.
Chelsea is able to use this ability with her neon powers.
       Neon Generation:
       ~The user can generate neon.
       Neon Aura:
~The user can release and surround themselves in/with neon for
defensive and/or offensive purposes, possibly becoming almost
untouchable and granting them various abilities/attacks. The
aura may also give the user enhanced physical capabilities such
       as speed, strength and durability.
       Neon Flight:
~Users of this ability can fly, glide and/or levitate through
manipulation of neon. They can fly at varying speeds, levitate,
or propel themselves without taking flight, including enhanced
jumping by a short burst of flight.
       Neon Detection:
~User can sense the presence of neon and possibly gain detailed
understanding about the neon they are sensing, including the
amount/size of neon they are sensing and whether it is hidden.
       Neon Absorption:
~The user can absorb neon, while removing it from the source,
into their body and use it in various ways, gaining some form of
advantage, either by enhancing themselves, gaining the drained
power, using it as power source etc., either temporarily or
       permanently.
       Neon Mimicry:
~User is made up of or can transform their body completely into
neon. Users' transformed form is either anatomically identical
to their normal form, aside of being made of neon, in which case
it contains all to organs and is somewhat vulnerable to attacks.
Alternately the user can transform into homogenous matter,
without any part of their form being more important than the
       other.
Chelsea can only do this for fast travel.
       Neon Empowerment:
~Users become stronger, faster, more durable, etc. when they
come in contact with neon, possibly unlocking abilities related
to the affinity and enhancing the existing powers. Some users
may be able draw sustenance from neon or even slow or stop
       aging.
       Neon Healing:
~The user can heal themselves or others by using neon.
       Neon Teleportation:
~The user can teleport via neon, merging into neon and appearing
anywhere else from the same element.
       Neon Bomb Generation:
~The user is able to turn neon into explosives that explode on
impact or after a certain amount of times.
       Neon Vision:
~The user can project neon blasts from their eyes.
       Neon Infusion:
~The user is able to infuse objects (usually weapons), beings,
or powers with neon, empowering and energizing them and allowing
the user to manipulate their qualities and efficiency.
       Laser Cutting:
~The user can project lasers in a way that allows them to cut
through matter from a distance. Although this attack does
usually slashing damage, some users are able to focus it into
single piercing stab like immaterial bullet. Chelsea is able to
do this with her neon powers.
       Phreatic Explosion Inducement:
~The user can cause phreatic explosions via evaporation or
sublimation of liquid or solid at a very rapid rate, turning it
into vapor. The sudden conversion of a liquid to its gaseous
state will cause it to take up more volume due to its expansion
ratio, which will increase in pressure, causing the containing
       vessel to rupture explosively.
Chelsea is able to do this by converting liquid neon to vapor
       (with a 1445 expansion ratio).
       Neon Abilities:
       Rapid Fire:
~Fires an automatic stream of Neon Bolts.
       Light Speed:
~Allows Chelsea to endlessly run in light form. Enemies on the
ground cannot see Chelsea while she is dashing if they do not
       already know she is there.
       Photon Jump:
~Allows Chelsea to jump during a Light Speed Dash.
       Air Dash:
~Chelsea can perform an Air Dash while in the air.
       Double Air Dash:
~Chelsea can perform two Air Dashes while in the air.
       Stasis Blast:
Chelsea's blast, which launches enemies into the air, putting
them into a neon energy bubble which freezes them.
       Charged Blast:
~Chelsea can condense the Neon energy and send the blast three
times farther or do it for a stronger attack.
       Homing Missiles:
~Chelsea's rockets, which upon being fired, split into multiple
projectiles that home in on enemies and detonate.
       Laser Focus:
~Reveals an enemy's weak points for easy attacks. Chelsea won't
use this to kill people unless she has no other choice. She can
also do it to torment people, which she also doesn't like but
will if she has to or if she's really angry.
       Melee Finisher:
~After hitting an enemy a few times, Chelsea can then charge her
target at near-lightspeed before hitting them with a
relativistic dropkick to instantly knock out her foes and send
       them flying into each other.
       Dash Strike:
~During a neon dash, Chelsea can quickly knock enemies away and
put them into a motionless state. If not, then she can use this
ability to perform a stronger punch depending on the enemy.
       Neon Bubble Shield:
~Chelsea is able to create a protective force field around
herself and others. It is strong enough to withstand against
impacts that is similar to incoming trucks but those with
immense strength or a strong enough attack can break the shield.
       Combat Skills:
       Neon Constructs:
~Users can turn the neon into tools, objects, weapons and other
items, create semi-living constructs and/or create
structures/buildings of varying permanence. Users who have
mastered this ability can use it for almost any situation,
       creating anything they need.
       Neon Vortex Creation:
~The user can generate spirals/vortices composed of neon. The
vortex can be projected as a long ranged attack or as a tornado
for both offensive and/or defensive purposes.
       Neon Ball Projection:
~The user is able to launch spheres of neon at targets with
       varying degrees of force.
       Neon Attacks:
~The user can release/use neon to various attacks of various
shapes and/or intensities, either projected, used as a part of
       melee attacks, etc.
       Neon Bullet Projection:
~The user can create/generate and fire bullets of compressed
       neon.
       Meta-Human Combat:
~The user is able to achieve martial arts skills by metahuman or
mutant abilities. Through years of training, users are not only
able to control and use their powers, but they gain incredible
       fighting skills in the process.
       Neokinetic Combat:
~The user is able to utilize neon with their physical combat,
granting both high maneuverability and neon attacks.
       Enhanced Unarmed Combat:
~The users excel in melee attacks without wielding weapons.
Rather than relying on weapons or equipment, they draw on their
own strength and skill to fight. Users are able to use different
styles of martial arts, they can also perform many different
combination strikes, counters, and disarm their foes with their
       bare hands.
       Eskrima Intuition:
~The user has the ability to have innate knowledge about
eskrima. This is a style of combat that incorporates
weapon-based fighting with sticks, knives, bladed weapons, and
various improvised weapons, as well as "open hand" techniques
       without weapons.
       Street Fighting Intuition:
~The user possesses skills and knowledge of street fighting,
styles of fighting that were literally learned on the streets or
on the fly rather than traditional martial arts; effectively,
the user's skill is the result of a mass accumulation of
experience on the streets and adapting moves from watching and
getting into fights. This can throw off others used to more
       conventional styles.
       Brawling Mastery:
~The user, either innately or through training, is a master of
street fighting, styles of fighting that were literally learned
on the streets or on the fly rather than traditional martial
arts; effectively, the user is self-taught, their skill being
the result of a mass accumulation of experience on the streets
and adapting moves from watching and getting into fights. This
can throw off others used to more conventional styles.
Chelsea grew up on the streets and as a result is an adept
street fighter. Even after learning proper martial arts from
Akiba, she still incorporates her street fighting element into
her combat style. She at one point outmatched and defeated
Cassandra Cain's Body Language Analysis by deliberately
attacking her wildly with no style or forethought.
       Parkour Combat:
~The user can combine parkour and freerunning skills with
physical fighting, allowing them to take on their opponents
while overcoming obstacles and changing their direction. They
can make use of their surrounding environment and use it to
       dodge attacks and confuse opponents.
       Athletic Combat:
~The user can mix athleticism, acrobatics and gymnastics with
close-quarters combat, utilizing flips, cartwheels, tumbling,
pole swings, twists and other such movements to attack or
       defend.
       Enhanced Staff Proficiency:
~Users are able to demonstrate an aptitude for the ways of the
staff, being able to wield a staff with great proficiency and
skill for close quarter combat purposes that can be used to
their advantages. If the staff possesses magical properties
users channel/harness arcane energies/magic for conjuring
spells, incantations and fight against mythical repelling their
       magical powers.
Hence the nickname "Monkey", Chelsea is a master of
bōjutsu. She is able to use her staff for defensive
maneuvers and counter-attacks, but can also deliver powerful
strikes. Often ridiculed by most enemies for fighting with a
mere "stick", Chelsea has proven time and time again that she is
a force to be reckon with when using her staff, which becomes
deadlier when she combines her skills with her neon powers for
       heavy damage.
       Supernatural Hunter:
~The user possesses the powers of a supernatural hunter, having
the innate ability to hunt down supernatural creatures. They are
able to physically match and fight off most of the creatures
they hunt, have innate combat abilities and information about
the paranormal world, ability to detect supernatural creatures,
and know how to kill and trap them. They may have immunity
towards the creatures they hunt (immune to vampire's compulsion,
       werebeast's infection, demon's possession, witch's magic, divine
       influences, etc.).
       Scout Expert:
~Despite her young age, Chelsea is an extremely capable scout,
combined with her training and experience living on the streets.
Those like Akiba and Blademaster Raven regularly sent her out
alone to scout certain areas to keep track of criminal
activities and sightings on people they need to hunt down.
Chelsea was capable of even tracking high level people without
them knowing such as Nyssa al Ghul, who was a high figure in the
League of Assassins in her world.
       Hunting Intuition:
~The user possesses extraordinary talent and instinct in/for
hunting all things. They can track anything under any
conditions, sense the weaknesses of their prey and exploit them
and finally kill or capture their prey.
       Enhanced Tracking:
~The user can track others down easily via various means,
ranging from scents to footprints. With enough experience, the
user can follow tracks that are days or even weeks old. Some
users may be able to reconstruct what has happened by sniffing
around the area they are searching.
       Trapping Intuition:
~User can create many different types of traps that are
effective in different ways. Traps can range from trap holes, to
arrows, to explosives, to psychological, etc. This allows the
user to get an advantage over others and place them in
situations where even the brightest of minds would have trouble
escaping their traps. User can also easily detect and disarm any
       traps.
       Enhanced Stealth:
~The user possesses incredibly extensive knowledge and skill in
many types and ways of stealth tactics, enabling them to easily
slip in and out of areas undetected. Their abilities in all
manners of stealth are so refined they appear as mere illusions
to those who have been lucky to spot the user. The users of this
ability can move throughout even the most guarded of areas and
       act in true discretion.
They are highly skilled at stealth and have incredibly extensive
knowledge and skill in many types and ways of stealth tactics,
enabling him to easily slip in and out of areas undetected.
       Enhanced Caution:
~Users can be cautious and hasty at the same time, meaning they
can be careful at any speed when handling, carrying, or moving
themselves or other objects without having to worry about
hitting things or dropping things or stumbling while going fast.
       Fighting Instinct:
~User possesses an innate aptitude for fighting in any combat by
overcoming limitations and adapt techniques or methods to ensure
victory. They adapt perfectly to all factors, achieving maximum
efficiency in an offense, defense, evasion, and countering,
ensuring optimal success as long as there is the slightest
chance. This enables a user to resist fear and pain, maximize
and surpass physical boundaries, utilize all of their skills in
the most efficient manner, and continuously fight while
unconscious. The user's instinct for battle allows them to pick
out strongest opponent, letting them know who exactly they need
       to fight.
       Murderous Intent Sense:
~This lets those with this sense when an attack is coming,
usually by being able to tell when someone has the intent to
kill. This is a skill most warriors get by fighting constantly
for many years, learning how to sense someone's murderous intent
usually through encountering it first-hand enough that they
start to develop a strange sense that lets them read people and
be able to tell when someone has the intention to kill. This
lets the user read their environment as well as the people
around them in order to see what attacks might be coming their
way by reading an opponent's body language and the "sense" of
people around them. This gives them a passive sense of reading
people who might try to hurt them, as they can sense when
someone is ready to attack, and most people can usually sense
when that murderous intent is aimed at them. Some can sense this
literally as an aura through things like ki sense, but most
sense it in an instinctive way once their instincts have been
developed through constant fighting and battles. This gives the
user time to predict an attack, and to some extent, helps the
person predict what opponents will do in a fight by reading
their murderous intent. For example, by reading an opponent's
body language, such as how they move or how tense they might be,
a user of this can read opponents movements in order to predict
how they will fight or attack, as some have developed entire
fighting styles predicting people through this method, such as
the Hiten Mitsurugi sword style that uses this to predict
opponents. However, this sense is not perfect, and some
opponents can't be read if they can disguise their murderous
intent or they learn skills that can trick people with this
sense. Those who have no ability to feel emotions also don't
give off this murderous intent, as those who don't have emotions
don't feel the intent to kill. This sense is usually pretty
reliable unless one can suppress their murderous intent, and is
usually instinctive among people who have seen a lot of battle
and those that have fought for their lives multiple times. The
only real way to develop this is experience, as no amount of
training can truly grasp how this sense truly works as it is
only a passive ability that one can pick up by experiencing
murderous intent firsthand from enough people that they learn to
recognize the murderous intent in the feelings they get from
       people.
       Passive Skills:
       Tranquil Fear:
~The user can control their fear while retaining tranquility and
are able to face what they're afraid of with relentless courage
of a warrior while gaining the vigilance and precaution of a
survivor. If users master their fear they can develop an
intuition of fear itself, using it to their own benefit and
       induce fear into others.
The user can act in perfect clarity even under the most extreme
kinds of horrors or traumatic experiences, allowing them to
endure the extreme mental stress, achieve temporary
fearlessness, be immune to fear manipulation and resistant to
       torture using fear.
Unlike Fearlessness or Fear Masking, the user doesn't have an
apathy to fear or just be courageous alone, but rather they
embrace their fears with courage in order to master it with
       complete emotional equilibrium and tranquility.
       Urban Intuition:
~User has intuition in regards to a urban areas, in other words,
street smarts. The user can effectively know their way around
any urban area, as well as know who to trust and who not to
trust, what areas are dangerous, etc.
       Survival Intuition:
~The user has innate knowledge and intuitive understanding in
survival and all skills applicable to survival, thus allowing
them to easily survive in any and all environments, actively
prepare for emergencies, including possible disruptions in
social or political order, on scales from local to
international. Survivalists often acquire emergency medical and
self-defense training, stockpile food and water, prepare to
become self-sufficient, and build structures (e.g., a survival
retreat or an underground shelter) that may help them survive a
       catastrophe.
This also includes clusters of natural disasters, patterns of
apocalyptic planetary crises, or "Earth Changes", anthropogenic
disasters, general collapse of society, financial disruption or
economic collapse, global pandemic, or widespread chaos or some
       other unexplained apocalyptic event.
       Thievery Intuition:
~The user possesses incredibly extensive innate knowledge and
skill in many types and ways of theft, able to break into homes
or other places to steal above, sneak around with ease, and
formulate plans to best get around.
       Enhanced Parkour:
~User is highly proficient in using parkour, which can be summed
up as either acrobatics meets assault courses or skateboarding
without a board. It is based on general principles of survival:
Should one ever need to get from Point A to Point B as fast as
possible, the shortest distance is always a straight line. The
goal, therefore, is to get past, over, under, or through various
       obstacles without wasting any time.
Unlike Flowmotion and Enhanced Athleticism, which may or may not
include obstacles, this power includes obstacles altogether, and
focuses on overcoming them with all types of movement. No
obstacle is too high or too wide or even too slippery to be
       overcome.
       Rail Walking:
~The user can walk/balance on wires, lines, ropes, rails and
       other narrow surfaces.
       Roofhopping:
~The user can rapidly transit through areas by means of
extraordinary leaps from top to top. It is not limited at
rooftops but includes treetops and mountaintops.
       Wallrunning:
~The user can scale walls by walking or even running on them,
provided users build up and maintain enough momentum to fuel
       their vertical ascension.
In real life, there are those who can partially run up walls,
though instead of being able to run up the entirety of the wall,
one runs up only a few steps. However, those experienced in
parkour (or as it is commonly known and mistaken for,
free-running) can run up those few steps and then grab something
above them to aid in their climb.
       Artistic Intuition:
~The user possess great knowledge and skill in art, such as
painting a picture without any education.
       Sport Intuition:
~User with this ability need only to pick up a sports equipment
before they instantly become proficient in it: first time they
pick up a football, they can play with pros, the first time they
use a bat, they can hit home runs.
Even when not participating in any sports, they can be good in
any physical activity, such as jogging, parkour, and/or
exercising, this allows others to be at their physical peak.
       Boarding Intuition:
~The user is able to ride a variety of different boards
       (surfing, skateboarding, snowboarding, snowboarding and
hoverboarding etc.) with incredible ease. They can even use
almost anything as improvised boards. They may even be able to
       use their boards in combat.
       Escape Artistry:
~The user possess an innate automatic response and intuition to
escape all manner of bonds with ease. The user mind deductively
analyzes knots, fetters, bonds, etc. The user has an innate
understanding of how to escape all manner of bonds and
       captivity.
       Delinquent:
~The character is a delinquent, usually a young person, who
regularly performs acts that are considered illegal or immoral
acts within society such as fighting among each other or against
other people and groups, stealing, smoking cigarettes, and other
       activities relating to crime.
       Foxhound Poison Gene Modification Therapy:
~When Crow Mercenaries' world came under attack, Foxhound tried
to create a special gene modification to prevent the Wraith and
Order member vampires from being able to feed on them as a means
to protect Foxhound members from the Order of the Dragon, and
from the Wraith who were feeding on humans. Luckily, this gene
modification was successful, and those in Foxhound that were
enhanced with this were able to be enhanced with this as a
passive permanent enhancement. This allows the Foxhound members
to prevent supernaturals and the Wraith from being able to feed
on them, in which this essentially makes the user's energy and
blood poisonous to supernaturals. Whether it's a werewolf eating
a heart, a vampire drinking blood or even a corpse eater
supernatural feeding on a dead Foxhound member with this
enhancement, this essentially makes a Foxhound member with this
enhancement unable to be eaten unless the supernatural is
willing to poison themselves. However, this doesn't stop at just
the blood, as the energies of the body are also affected by this
enhancement. The energies of the body, as well as the energies
of the soul, are just as poisonous to supernaturals as their
blood. This includes the life energy, which is usually what the
Wraith fed on when the Order invaded. Because of this, the
Wraith cannot feed on those with this enhancement, and soul
eaters cannot take spirit energy or souls from those with this
enhancement due to the effect also being on their spirit energy.
This is a passive enhancement, and if a supernatural is fed the
blood of someone who is enhanced with this, or a Wraith or soul
eater tries to take energy from them, they will essentially
poison themselves, which will usually kill most supernaturals
when they attempt to feed on those with this enhancement. Not
even those with poison immunity are able to resist this, as it
essentially is more like corrupting their food rather than it
being like a poison that can be countered by supernaturals with
poison resistance. The only way to avoid this is to avoid
feeding on the person enhanced with this, or if they do feed on
them, they cannot take much of the person's blood or energy (as
they essentially have to break off their feeding before they
reach a fatal dose of blood and energy or else risk death).
Although not a Foxhound member herself, Akiba manage to get his
hands on the gene modification and put it in Chelsea in order
for her to not become a meal for any supernatural. Although this
is perfect for her enemies, Chelsea has to be careful since it
       can harm her allies.
       Indomitable Will/High Tolerance for Pain:
~A driven and determined person, Chelsea is nearly fearless and
almost never gives up under most situations. With help from
Akiba, Chelsea was able to recover from being a drug addict
along with being able to have better control with her neon
powers. Having spent years living and fighting in rough
neighborhoods from New Jersey to Colorado, Chelsea has been
injured countless times, resulting in her developing an
incredible tolerance for pain. When being tortured by a small
vampire gang who aligned themselves with the Order of the
Dragon, Chelsea refused to tell any information about Hellsing
and their allies, remaining defiant despite her injuries.
Enhanced Supernatural Hunter and Combat Trained Physical Stats:
~Even though Chelsea is not at the level of the highest level
supernaturals like some of her friends and allies, her physical
abilities are more than enough to put grown and well trained
military men to shame thanks to her experience from both the
Hellsing family and her running around and surviving on her own
in harsh urban areas. As a metahuman, Chelsea has demonstrated
the enhanced healing abilities and resistance to damage that all
Conduits like her possess and has showcased it several times.
When at her weakest levels of power, she was able to shrug off a
briefcase full of C-4 to the face, which sent her flying out of
the building and falling over a dozen stories onto the street,
where she was then hit by a passing truck and got back up almost
immediately as if nothing happened. She is able to casually blow
up cars and smash apart shipping containers and concrete
barriers with simple punches and kicks. She is also able to
quickly regenerate from almost any kind of damage, including
gunshots and head trauma as long as it's not too severe. This
makes her more than able to fight longer than normal humans, and
her neon abilities makes her capable of keeping up with those
like other metahumans and other supernatural creatures. While
not on par with some supernatural's extreme strength, speed and
stamina, Chelsea is at a pretty good level for someone her age
to the point that she is able to take on even some tougher
opponents thanks to her training and neon powers. Chelsea is
still young so in time, she may be as good as even the toughest
of supernatural hunters like her father and aunt.
       Transformation(s):
       None
       Weaknesses:
Chelsea is still mortal so she can be killed with a fatal attack
that her regeneration can't repair such as destroying her heart
or brain, or giving her a fatal wound that couldn't be repaired
in time like any other human, even if killing her might take a
little more effort with her enhanced physical combat and her
physiology as a human conduit. Even though she has regeneration
abilities, anti regeneration weapons and powers such as
vibranium can give her regeneration a hard time. Toxic gases can
harm her as well if she's not wearing her mask or if her
regeneration doesn't kick in depending on the toxins.
Despite her training and abilities, Chelsea is still a teenager
so those more experienced will have no trouble overpowering her.
No matter how good she is, she can't keep up with the highest
level supernaturals, specifically ones that are stronger or
faster than her. There are certain supernatural creatures that
she cannot face alone, especially those who can simply rip her
apart like wet tissue paper which makes her cautious to the
point of calling back up when needed. As a human conduit,
Chelsea is vulnerable to abilities and tech that can negate her
powers, rendering her as an ordinary human. Although she is
adept with her neon powers, Chelsea still has to be careful with
it since it's a periodic gas element which can cause explosives
       if she gets careless.
Very few people know this besides her allies in the Crow
Mercenaries and Akiba, but Chelsea has trypanophobia (fear of
needles). This fear was developed during her years on the street
when she became a heroin addict. After witnessing a homeless man
die of a drug overdose in front of her, Chelsea took this as a
wake up call for her to quit using the drug. Since heroin is
known for being a very addictive drug, Chelsea had a hard time
overcoming it, even when Akiba adopted her. With much therapy
and support from those close to her, Chelsea was able to kick
the habit for good. But the fear is still there to the point of
her being nervous around needles. She even go as far as looking
away and shutting her eyes tight when taking vaccination shots.
When facing an enemy with needle like attacks, Chelsea
immediately puts up a shield in front of her or runs away from
       the attack in a heartbeat.
Chelsea is pretty impulsive to the point that she has a bad
habit of rushing into things head first without thinking. This
goes as far as to the point of even baiting herself on purpose
if she feels that she might get a upper hand in the situation,
which has gotten her into more trouble than she anticipated such
as gaining injuries which seem unnecessary, getting into hairy
situations which ends up with her either running away or someone
coming to save her skin or nearly getting herself killed.
       Weapons:
       Retractable Staff:
~This is Chelsea's main weapon that Heiru and Shade gave her for
her birthday which became a very tough supernatural hunting
weapon for close combat. The staff is retractable and can come
apart into two blunt weapons. This weapon is made out of
varanium and stilled silver though it was mainly designed to
handle Chelsea's neon powers, which she can use in combat as
well. The staff's tech has an inner power source for in case
Chelsea runs low on neon powers or if her powers are negated,
making the staff it's own source of neon energy. As such, those
hit by this staff temporarily lose supernatural regeneration and
supernatural powers for up to 2 rounds if hit by this weapon or
damaged by it's neon. While the energy is charged by varanium
and stilled silver, it uses neon to damage opponents, bypassing
immunity to varanium and stilled silver. The neon also focuses
the staff's striking power, even releasing explosive blows if
timed right. She can even send shockwaves and shields with the
staff. However, as much as Chelsea hates to admit it, she has to
be careful with it since it's a supernatural tech staff made by
Shade, who has a knack for supernatural tech.
Custom GSR Model SIG Sauer 1911 Pistol:
~This is Chelsea's pistol, designed for either close combat, or
to be fired at opponents from mid-range. This pistol, like
Akiba's other weapons, is designed for supernatural hunting.
This weapon has an enchantment similar to a death scythe, making
it capable of killing almost anything as long as the bullet hits
the heart or brain, interrupting any supernatural regeneration
powers. This gun is usually meant for finishing off opponents,
or for one shot kills. The gun is modified so the bullet hits
with enough force that it can blow a hole through someone
(without armor), as it was designed in a manner similar to
       weapons like the Jackal.
Hell's Gate Piece and Heaven's Gate Piece Knives:
~Chelsea had two knives made by the Crow Mercenaries
specifically for her to use in combat. When they were made, one
was made with a heaven's gate piece, and one with a hell's gate
piece. These two weapons are stored separately in her jacket,
and while sheathed, there's no danger of them touching and
causing an energy reaction. Since these two knives can react
negatively to each other, Chelsea was warned to never uses them
both at the same time, always keeping one sheathed and away so
it doesn't get in the way. As one would expect, the knives work
great against those weak to hell's gate or heaven's gate pieces,
with each one having it's own benefits. The hell's gate piece
negates angelic power, holy power and magic, while the heaven's
gate piece negates dragon power, demon power, and unholy power.
These two can also be used in reverse to amplify someone, such
as using the heaven's gate knife to amplify a holy ally, or
using a hell's gate piece to amplify a demonic ally.
       Special DIY Night Vision Goggles:
~Her night goggles became modified once she was trained and she
use this when her powers are negated or she's not using her
powers. This lets Chelsea switch between different visions, from
sonar, to night vision, thermal, x-ray, and binocular vision.
She can lock on things as well as pull up holographic screens as
it was designed in a manner similar to the neural linkers. After
the Order's invasion, this was designed by Wykoth and Zeph who
modeled it after neural linkers in the future, but don't require
direct links to the mind. However, unlike other models of neural
linkers, the goggles can be destroyed quite easily if they are
hit with enough force. They also are vulnerable to strong enough
EMPs, requiring at least 30 seconds of constant EMP to short
       out.
       Battle Suit:
~This outfit is made out of special material from the Crow
Mercenaries as a birthday gift, which is designed not only to
reduce the sound Chelsea makes when moving, but it's also made
of vibranium, making it bullet proof and able to handle blunt
attacks. While enough force can break through this like any
outfit, this outfit was designed specifically for hunting and
killing supernaturals. Her outfit is designed solely to protect
her mostly from biting, so that she can avoid vampire and
werewolf bites specifically as those were her main opponents in
battles. The outfit is designed as a thief outfit, hence her
former days of being a thief, which lets Chelsea move around
       freely.
       Stun Gloves:
~These are special gloves which are made similarly to Akiba's
stun knife. These gloves let her shock an opponent through
physical contact, sending a stun charge through them. This isn't
electricity, but instead is just a basic energy which stuns
opponents. However, the gloves are made to be infused to her
neon powers when she use them. These have special material in
the inside to prevent Chelsea from getting hit by the stun
energy. However, this wouldn't do much good anyway, as the
nanomachines would absorb the energy and negate most of it's
       effect on Chelsea.
       Jacket:
~This is a light leather jacket that Hellsing developed. The
jacket isn't too special, just something that can help her move
fast when she use her neon powers to avoid combat and escape her
       enemies.
       Mouth Mask:
~This strong fabricated vibranium mask is a military issue,
designed to protect Chelsea's mouth and nose during battle or
stealth. It is tough, and hard for supernaturals to bite
through, as well as being surprisingly bullet-proof. When she
wears this, it helps protect her face, and also works with her
stealth missions. This face mask also protects her when she goes
in poisoned environments but she's not sure if it can work
       underwater.
       Codec:
~This communication system lets Chelsea use the nanomachines in
her communication device to communicate with others in the form
of a small earpiece that she can hide with her hair.
Additional Supernatural Hunting Equipment (Case by Case):
~Chelsea has other weapons and hunting equipment for taking on
missions and training, though this became a case by case basis.
She has things like stun grenades, tech cancelers, backup guns,
knives and even has a number of supernatural hunting equipment
like boomerang crosses, silver knives, throwing axes, holy water
and blessed bible pages which can do heavy holy damage when
stuck to unholy opponents. She gets whatever she needs now from
Blademaster Raven's group, who can even make her special weapons
       when needed.
       Personality:
Growing up on the streets, Chelsea did not like to steal and
only does it for survival reasons. She resents the wealthy
because she believes most of them are greedy, arrogant and
selfish. Despite her being a delinquent, Chelsea is pretty smart
and has pride as a human conduit. She doesn't like taking things
for free though she also doesn't take it for granted to the
point of even trying to pay back the generosity given to her.
Although she is someone who usually tries to go the peaceful
routes if necessary, Chelsea has stated that she will never beg
for her life, because her enemies do not deserve the
       satisfaction.
When Chelsea was saved from a vampire and taken into the
Hellsing family, Chelsea showed her gratefulness by completely
turned her life around, putting her thieving and criminal ways
behind. She even became a supernatural hunter herself, although
she sometimes get herself in trouble with certain people and
groups such as a few members of the Vampire Council in England,
although they quickly let her off the hook, possibly realizing
her good intentions. Later on, Chelsea proved that she has a
good heart by helping those who need it despite the species and
showed that she can be a great supernatural hunter like her new
family. Chelsea can sometimes be impulsive and immature, even in
       friendly combat.
In battle, despite her training, Chelsea really tries her best
to avoid unnecessary fights as much as possible unless something
is on the line, which means that she will fight the best she
can. Those who survived will quickly realize that she's not just
a delinquent brat who can be killed easily. Outside of battle,
Chelsea is like any other teenager with teenage interests such
as music and sports. Chelsea tries her hardest not to go
directly for the kill all of the time due to her past, hence
people calling her naïve or soft hearted which she normally
       brushes off.
       Bio:
Chelsea grew up in an orphanage in New Jersey during the
Interdimensional Order of the Dragon's Invasion, not knowing she
was one of the many Conduits who survived the RFI's activation.
This all changed, however, when her powers awakened before her
preteens, resulting to the staff in the orphanage to try and
turn her over to the authorities, knowing they were essentially
sending a child to her death or worse. To prevent this, Chelsea
escaped the orphanage and made a run for it, eventually becoming
a street rat. As she moved from city to city, she grew desperate
for some sort of comfort and solace; in the end, she came across
a group of drug dealers, and became addicted to heroin.
Chelsea managed to stop using and tried to escape the group but
was hunted down when she stole some money from them. During her
escape, she ran into the forest to try to lose them. There the
girl encountered a female vampire who killed the dealers and
drained their blood. She was eventually saved by a hunter name
Akiba Hellsing, who made the vampire, who thought that Chelsea
was one of the drug traffickers, run off. Realizing that she has
no home to go to, Akiba took her in as one of his own despite
her being a conduit. Through slow bonding and trust, Chelsea
later on view Akiba as a father to the point that she even
called him "dad". During her time with him, she manage to pick
up her love for skateboarding thanks to a human boy who taught
her everything she knows about the sport up to this day. When
her friend died by members of the Order, Chelsea promised him
that she will not give up on skateboarding along with making
sure that the Order pays for what they have done.
For the next years of their life, guerrilla groups like the Crow
Mercenaries would appear to try and take on Drakkon's rule of
their earth, but wouldn't be able to overcome the Order, which
Chelsea became a part of by acting as a scout. The Mercenaries
did have some victories here and there, such as stopping the
Order's destruction of cities to lure out the Crow Mercenaries
by hijacking a Wraith Hive ship and ramming it into another one
in order to send the message to leave the cities alone. However,
the war was one that they would ultimate lose, as those that
know the history of the Crow Mercenaries would likely guess.
Once the order had been given to torch their world and move to
the London universe in order to plan their next and possibly
last major war, the Crow Mercenaries were forced to abandon what
was left of their world and move to the London universe, knowing
they wouldn't be going back. Chelsea was among those that
arrived with the group, and has been with the Mercenaries every
step of the way since they're like family to her. While the
adults like Akiba help deal with major problems that Hellsing
are dealing with, Chelsea has been attending school and trying
to live her life as any other teenager, which ends up with her
gaining new friends who have different abilities just like her.
