       Customs Query

via our Parcel Shop business we sent a parcel to America on
behalf of our customer. It was some biscuits, crisps and teddy
for her daughter. It failed to get through customs, and they
gave no reason. Then upon return to UK it again failed customs
coming back in ! The customs department sent us a letter asking
for the following information (a Global SOP IMS )
       1. Tariff/Commodity Code if known
       2. Deferment Authorisation / Promise to pay form
       3. Evidence of export / OPR information
       4. Completed ships spares letter / End use information
       5. Completed C3 form
       6. IPR Information
       7. Period entry reference number
       8. Importers clearance instructions
anyone know what all the above is ?
It comes from DHL, at DHL Aviation in Derbyshire
We've sent hundreds of parcels similar to this all over the
       world, without problems.
If anyone can shed some light on the above before I ring them,
       it would help

Most of the above is irrelevant for a package like this - Think
someone is going slightly over the top.
       1. Tariff/Commodity Code if known [glow=red,2,300] Items are a
gift so this not really necessary.[/glow]
       2. Deferment Authorisation / Promise to pay form
[glow=red,2,300]Goods are British returned Goods so no Duty/VAT
       liable.[/glow]
       [glow=red,2,300]Items 7-7 not relevant to this.[/glow]
       8. Importers clearance instructions [glow=red,2,300]Maybe if
they are being really fussy but not really. Inform them they
       are
British Returned Goods to a Private Registered individual (PR is
       the 'VAT' code
       they need to use).[/glow]

Thanks. No idea why it was returned, but basically told DHL it
was a private export which is now being returned, and they
agreed to send it with no import duties payable - so a failed
delivery returned item from a business is taxed upon return into
       the UK ?
