I was in the US Army Infantry and back in the 80's we were
already using night vision with selectable IR. including scopes.
I suspect that if this was used it was the Marines for room to
room stuff, plus they always were a little dim. ;D
I had a set of PVS-7's that I used and back then the PVS-3 was
still in use as a scope. Huge old clunky thing but it worked.
The PVS-7 was actually pretty nice considering it was 80's tech.

Unfortunately, I think the Armed Forces of the Philippines only
had access to NVG in the nineties. What's obsolete to you is
still considered as hi tech to us. :'(
