Geos sees the ambassador from the empire taking his seat as soon
as he enters. The person who lead him to the council announces
him as Tohrl. "Nice to meet you Tohrl. I'm Geos Field and I'm
the medium for the summit." "Hi Tohrl. I'm Yule the head of the
FSF. There is also Sion who represents the citizens of Soul Bia
and Cleo who is the head of the Fedonian World Council." Geos
then goes to his seat at the head. Then wait's for everyone sits
down. "Seeing now that everyone has taken their seat. And
majority of the introductions are done let's get down to
business. This summit is to discuss a constitution of the new
galactic power. I have invited representatives from the
civilizations I acconterd on my mission. They will be allowed to
be as part of the discussion as much as they want. First topic
is what the government should be like." Sion is the first to say
a thing about. "I want it to like on how the Confederacy of
Fedonian and the TR are set-up. Since it will not appear foreign
to the citizens. Since the Confederacy of Fedonians will be the
first civilization to be apart of it." Cleo nods in agreement.
"Okay what do the representative think or is this unanimous
already?"

"Well, it's certaintly not a bad idea. Of course, my opinion may
be slightly biased since we use the kind of government in
question." Kirigaya states. However, the government needs to
decide how it functions. What I mean is do citizens or countries
vote in it (if there is voting), and what are the standards of
civil and political rights and other things the governing body
sets?"

Cleo ponder's what Kirigaya said. "Well I think The citizens
should have the right to vote for who should represent them. But
as I would like to state this. The Star Confederacy will make
sure all it's citizens are given the same rights as as Fedonians
get. Each civilization will control of most of what goes on in
their system as long as it doesn't go against any of the
founding principles including rights. I'm talking out of what I
think is the best fit right now. But it will be adapted over
time since nothing perfect in the beginning." "Cleo that's
interesting to hear. So anything else?"

"That sounds fair. I think that the citizens of the
civilizations in the Star Confederacy would like this." Kirigaya
responds. He stops in case the Fo-20 representitive wants to
speak.

"If I may put in may put in my two cents, the Empire is a
Military Oligarchy. This works for us only because of our
culture, we hold strength above all else. I think that this new
government you are forming must have a strong military presence
and understanding, or else people like the Klingons and Romulans
will view you as inferior. This is a dangerous time to not aim
to have the strongest and most competent military. I understand
that all represented here today have a strong ancestry steeped
in the military arts, and because of that we all understand the
importance of a strong centralized military... rather than local
militia forces." Tohrl gives his advice to the assembly.

Yule thought about what the Imperial had to say. "I agree the
Star Confederacy will need a military presence for sure. But it
would be take awhile to build. Fedonians are still working on
getting a few spacedocks built." Geos takes account this. "Time
to close the topic of government since all parties have had a
chance to speak about the topic. Now time to move to the topic
of colonization. I decided to talk about this because of the
former law that the TR had about it." Yule is the first to talk
about it. "I think it might be a good idea to let members of TSC
to expand on how much they want but we should put a guideline
for colonization. But also have a few rules they have to
follow." "Yule interesting idea but let's see what the the
others have to say." Cleon and Sion decided to wait to see what
everyone else has to say.

"Im not against colonization, but I believe it shouldn't go
unchecked. The civilizations could colonize as they see fit, but
the Star Confederacy should be able to step in if they feel it
is getting out of hand, or if it could become a matter of
international and ecological danger."

"When colonizing, it is best to first check the territorial
claims to a planet or region before construction. The Empire has
and continues to colonize many worlds, often have we had
territorial conflicts with the Klingons. In some cases we have
colonized a planet and then a few years later the Klingons
attack and claim some ancient right. If we can't find a
territorial claim for a planet in the galactic data base, then
we proceed with haste. Keep in mind that colonies always begin
small and unprotected, they should have small security forces to
maintain colonial stability. The Empire deploys task forces to
every colonized planet under our control, the size of the force
is dependent upon the strategic value of the colony." Tohrl
adds.

Sion after hearing what the empire and TR representatives speak.
"I believe i speak not only for the citizens of Soul Bia in this
but also the Fedonian World Council. Kirigaya you agree with
Yule on it needs to be regulated. Tohrl you are speaking on
colonization as claiming interests for the future. Well each
member may have different interests in colonization than others
do. We need to have guidelines on how people are treated as
well. Kirigaya and Tohrl you are right with what you suggested.
So I think when it come to than first guidelines and laws it
should be suggested by the citizen on what goes in there." Cleo
and Yule cheered Sion. "Good job Sister. I think the debate for
that right now is closed. I think we have two more topics before
the summit is over. Next topic is Military." Cleo, Yule, and
Sion wait to see what the representatives from the TR and the
Empire.

"Well, that's a tough one. If you have to big of a military,
your people feel oppressed, and other countries fear you. That's
not a good thing. But on the flip side, too small of a military
leaves you vulnerable. What I propose you use is a United
Military. Countries can have their own standing armies, but the
Star Confederacy has units from all countries in the Star
Confederacy. Countries can send their forces to combine with
others in the United Military. This lets countries protect
themselves, but also keeps the Star Confederacy safe. This also
helps keep invaders away, as troops can quickly combine with
other forces to fight enemies."
