"I'm sure that at a later date when this alliance is more
formally established we will be trading technology with one
another, as we have done with all of our allies. There are only
a few things we would request of Earth, such as the
establishment of planet side military bases and orbital space
docks for star ship construction and repairs. I don't know if
you've heard about Idahria, but almost a decade ago we stumbled
across their planet and I met their leader, Emperor Gearan. At
the time their technology was primitive, but we forged an
alliance with Idahria for the war at the time. We taught their
people what we knew, gave them the tools they needed and now
they're a legitimate interstellar power."

"Very interesting. I hope that someday comes. As for the
planetside military bases, we will have to put that up for vote
in the Terran Republic Council. Security reasons, mainly. The
spacedocks, however, should be alright. Also, if the
construction of the bases gets passed, it will be fully funded
by the Terran Republic Council. In turn, the Terran Republic has
some say over what happens on it (mainly what weapons are and
aren't allowed [nukes, for example, would not be allowed]). But
if you decide to deny funding by the Terran Republic and fund
the bases yourself, the bases would be fully under your
control."

"Nuclear weapons are far beneath are level of technology, I
assure you. We would never house such dangerous weapons on an
allied planet, our weapons are much more precise. We would
rather fund the construction of our facilities and build them
ourselves, we have pre-fabricated garrison bases on all of our
capital ships."

"Very well. I will have it put up for vote immediately. If it
gets passed, you can put bases on the planet and shipdocks up in
space." Shiba pauses for a minute. "I don't believe there is
much left to discuss. We will be establishing official relations
soon, and we have several things to put up for vote in the
Council. Is there anything else you can think of?"

after all the sovereign of several star systems and a trillion
people so I don't have much time to be here unfortunately. I do
hope that I can return to Earth again and possibly take a
vacation here once my job is done and my daughter takes over as
