The Planetary Confederation of 40 Eridani is the Vulcan state
and one of the founding Federation member states. Prior to the
Founding of the Federation, the Planetary Confederation was a
major interstellar power throughout what later became the core
Federation worlds.
History

The Vulcans were once an extremely violent and emotional people
(even by Earth standards) who waged almost constant warfare on
one another. Paranoia and homicidal rage were common. They
believed in a variety of gods, such as war, peace and death. As
their level of technology improved, the Vulcans eventually
reached a point where their violent nature threatened species
extinction.
In an effort to avoid this fate, a Vulcan named Surak developed
a new philosophy thereby igniting the Time of Awakening. Surak
maintained that the root cause of all the problems on Vulcan lay
in the uncontrolled outpouring of the people's emotions. His
followers swore to live their lives by an ethical system devised
by Surak and based purely on logical principles. Emotions were
to be controlled and repressed.
Although this new philosophy spread rapidly across Vulcan, a
minority, many of whom were known as "those who march beneath
the Raptor's wings", rejected Surak's ideals. A destructive war
began including the use of atomic bombs and among the victims
was Surak himself.
Eventually, however, those who opposed logic left Vulcan and
founded colonies elsewhere – most notably on the planet
Romulus, where they founded what eventually became the Romulan
Star Empire. At some point in history, the Romulans and the
Vulcans engaged in a hundred-year long war against one another.
The war was instigated by the actions of a member of the Q
Continuum.
Another group that rejected Surak's philosophy was known as the
"V'tosh ka'tur" or "Vulcans without logic". The V'tosh ka'tur
believed in controlling emotions by allowing themselves to
actively experience them rather than suppressing them. Many of
these also left Vulcan, and took up a nomadic existence.
The Vulcans conducted a series of survey missions to the Sol
system, as early as 1957. Vulcans were in fact one of the first
species to develop warp drive, though a century passed between
the first warp flight and the breaking of the warp 2 barrier.
The official First Contact between Vulcans and Humans came on
April 5, 2063 when a Vulcan survey ship detected the warp flight
of Zefram Cochrane's Phoenix. The Vulcans met with Cochrane at
his launch site on the day following the flight.
In the 22nd century, the Vulcan High Command, once in charge
only of space exploration and planetary defense, gained much
more control over civilian affairs. Under the High Command's
leadership, Vulcan policy toward other planets became more
aggressive and interventionist. Vulcan also became less tolerant
of political and philosophical challenges towards the High
Command's operations, notably engaging in purges of the
Syrrannite group, who claimed that Vulcan society was no longer
following the teachings of Surak. These tensions came to a head
in the crisis called the Vulcan Reformation, which resulted in
the overthrow of the High Command (and its leader, V'Las, who
was secretly allied with the Romulans) and a restructuring of
the Vulcan government under the leadership of Kuvak and T'Pau.
By the 23rd century, Vulcans were active members of the
Federation. Personifying this was Ambassador Sarek, whose quick
and logical responses during debates (such as with Tellarite
Ambassador Gav) brought him recognition. He was even asked to
come out of retirement to represent Vulcan at the Babel
Conference in 2268. Over the following decades, he served as a
personal adviser to the Federation President and was involved in
the Khitomer Accords.

Vulcan (also known as Vulcan/Vulcanis A II, Nevasa II or 40
Eridani A II) is a planet, the second planet in the 40 Eridani
star system, in orbit of the star 40 Eridani A. A class M desert
planet, Vulcan is inhabited by the Vulcan civilization, who
refer to their world as T'Khasi, Minshara or Ti-Valka'ain. As
the Vulcan homeworld Vulcan is the capital planet of the
Planetary Confederacy of 40 Eridani, and a founding world in
both the Coalition of Planets and United Federation of Planets.

Vulcan orbits 40 Eridani A, known as Nevasa to the Vulcans, the
primary orange K class star in the trinary Vulcan system. The
other two stars in the system, 40 Eridani B and C, blue and red
dwarfs respectively, co-orbit the A star at some distance and
are not immediately visible in the Vulcan sky.
Vulcan has an orbital radius of 0.56 AU, giving it a period of
177.6 standard days. However, the Vulcan calendar has set the
Vulcan year to be about 1.5 times that, or 266.4 standard days.
Vulcan has no moon, but does have a number of nearby planets,
most notably T'Khut, with which it shares an orbit around a
common center of gravity; the two worlds are a mere 149,895.3579
kilometers apart, and T'Khut fills the sky of the single
hemisphere of Vulcan it is visible from due to the planets being
tidally locked.
T'Khut itself does have a moon, called T'Rukhemai, home of the
Vulcanis Lunar Colony.
Also passing near enough in its orbit that Vulcan can be clearly
seen in the sky is the icy planet Delta Vega.
Enviroment
Vulcan is a harsh, desert planet with barely a quarter of its
surface area containing water. It possesses a thin atmosphere
and high gravity (1.4 G). Furthermore, solar radiation is noted
to be much higher when compared to other M-class planets such as
Earth.
Vulcan has three primary continents called Na'nam, Han-shir and
Xir'tan. The first are enormous land masses that are divided
into various provinces whilst the third is an island somewhat
larger than the Earth continent of Australia. Due to the strong
tidal forces brought about by the planet's interaction with
T'Khut Vulcan is highly volcanically active. This generates a
number of impressive lava spectacles, such as the Fire Plains.
Around four to five billion years ago, Vulcan was a highly
geologically active environment.

Vulcan's Forge
Furthermore, there are frequent energy discharges in the air
that shimmer in the red sky in a region near the Gateway where
there is an area that has a distorted magnetic field as a result
of Vulcan's ancient atomic wars. This serves as a form of third
magnetic pole that disrupts most electrical as well as
transtator currents in the region that are instead absorbed
energy leak out into the wind. This is responsible for creating
the spectacular lightning displays that are often seen in the
clouds of sand.
Vulcan's geology and desert environment produce starkly
up-thrust craggy and inhospitable mountains, with jagged and
steep formations cut out by wind swept sand.
Vulcan maintains the oxygen in its atmosphere by deriving
phytoplankton from its oceans, which existed as microscopic
organisms that make up 90% of all planetary oxygenation
processes, including those of Earth. Despite being a desert
planet and not having a suitable source of oxygen in viable
plant-life throughout most of their year, there is a sufficient
amount of oxygenation occurring within the environment from the
microbic water.

Government

The Vulcan Council
The Vulcan Council is the chief executive body of the Planetary
Confederation of 40 Eridani. It consists of the First Minister
and the council ministers. The fundamentals of the council's
organization as well as the method of its election and
appointment as well as the procedure for its dismissal are set
down in articles 62 through 69 of the the Basic Law.
The Council's seven ministers each control one of Vulcan's
ministries, which in turn operate various government agencies.
The ministries work semi-autonomously, with the First Minister
responsible for guiding the council and deciding its political
direction. If two ministers disagree on a particular point, the
council resolves the conflict by a majority vote. The Seven

Elections are held once every ten years, with candidates
selected logically on their merit for the job by way of general
elections where all adult Vulcans are entitled to vote.
The First Minister is elected by the Vulcan Assembly after being
proposed by the Council. Following the election, the First
Minister is appointed by the Council. The First Minister is in
charge of the government's administrative affairs, which are
usually delegated to the head of the Ministry, and also Head of
State. The current First Minister is T'Lar.

T'lar of Vulcan
The Assembly can remove both the First Minister or individual
Ministers. In the case of the First Minister this is done
through a constructive vote of no-confidence (by electing a new
First Minister if it has lost trust in the existing). If the
Assembly passes a vote of no confidence against an individual
Minister then a general election is immediately held to replace
him/her.
Vulcan Assembly
The Vulcan Assembly is the Vulcan legislature. It is located in
a historical building in ShiKahr, referred to as the Palace of
Debate.
According to the Vulcan Basic Law, the unicameral Assembly "is
the representative assembly of all Vulcans." The Basic law names
the assembly as one of the organs of supreme authority.
The Assembly currently has 870 members, which are known as
Assembly Members, or AM, and are elected for a term of 8 years.
Assembly Members are elected by proportional representation in
their respective constituencies by means of the Single
Transferable Vote. The entire Assembly dissolves 8 years after
the swear-in. Assembly Members can be re-elected indefinitely.
The Vulcan Assembly has many committees composed of various
Assembly Members. The current assembly formed 29 committees and
an ad hoc supervisory board. The previous session of the
assembly had 28 committees. Among the most popular were the
Budget Committee, the Special Control Commission of the Vulcan
Assembly in Privatization, and the Committee in Transportation
and Communications.
In addition to these the Vulcan Basic law mandates three
standing committees. These are the Proposal Committee which
exists alongside the Rectification Committee and the
hr'Khash'te; also known as the Expunging Committee.
Bills are initially introduced through the Proposal Committee.
After the Committee goes over the bill checking it's clarity,
logic, and form it is voted on. If two thirds of the committee
approve the bill will be sent to the floor of the Assembly. If
the bill fails to gain sufficient support it dies in this
committee.
After the bill has been sent to the floor and inevitable
alterations and amendments are made the bill is sent to the
Rectification Committee. The committee draws up a new version of
the bill with the changes. The new bill is checked for clarity,
logic, form, and function. If two thirds of the committee
approves it is sent to the floor of the Assembly for a final
vote. If the bill should fail to gain sufficient support it is
returned to the Assembly with the Committee's noted objections.
If two thirds of the Assembly approve a bill rejected by the
Rectification Committee it still becomes a law. Otherwise the
committee's noted objections must be addressed and the bill
resent to the committee.
The sole purpose of the Expunging Committee is to remove laws
which have outlived their usefulness or for some other reason
are no longer needed or appropriate. Only a simple majority is
needed to bring a law to the Assembly for expungement.
The general idea of this would be that a good law should require
a large consensus with bad laws being easy to stop and change.
Though a very logical way to determine legislation, it can be
exploitable depending on the many political groups that are in
power on the Vulcan homeworld.
Vulcan Court of Justice
The Vulcan Court of Justice was established pursuant to Article
III of the Basic law of Vulcan as the highest court in the
Planetary Confederation of 40 Eridani. It has ultimate (and
largely discretionary) appellate jurisdiction over all other
courts plus original jurisdiction over a small range of cases.
In the legal system of Vulcan, the Court of Justice is the final
interpreter of the Basic law, although it may only act within
the context of a case in which it has jurisdiction.
The Court consists of the Chief Arbiter of Vulcan and eight
associate arbiters who are nominated by the Vulcan Council and
confirmed by the Vulcan Assembly. Once appointed, arbiters have
life tenure unless they resign, retire, take senior status, or
are removed after impeachment (though no arbiter has ever been
removed). Each arbiter has one vote, and while many cases are
decided unanimously, many of the highest profile cases often
expose ideological beliefs.
