OK, I found this. It seems to be rather simple and to the point
and not a humungous rewrite of the UN Charter.
Preamble
We the life forms of the United Federation of Planets determined
to save succeeding generations from the scourge of war, and to
reaffirm faith in the fundamental rights of sentient beings, in
the dignity and worth of all life forms, in the equal rights of
members of planetary systems large and small, and to establish
conditions under which justice and respect for the obligations
arising from treaties and other sources of interstellar law can
be maintained, and to promote social progress and better
standards of living on all worlds.
Accordingly, our respective Governments, through representatives
assembled in the city of San Francisco, who have exhibited their
full powers found to be in good and due form, have agreed to the
present Charter of the United Federation of Planets and do
hereby establish an interstellar organization to be known as the
United Federation of Planets.

So, as stated earlier this government is just going to pertain
to non-roleplay matters. In other words it might make rules for
roleplay, but it can't make rules concerning how members must
rolelplay their worlds. For example it might pass a law
concerning how ships are "purchased" in a point system but it
can't pass a law that all worlds have to respect the rights of
their citizens. In all other matters it should cover making
general forum rules, what happens if you break those rules,
membership and how you can lose it, etc.
So let's start by looking at article 1 which defines rights, are
there any that wouldn't apply under these conditions?

OOC: I think it's all reasonable and sounds good.
IC: Cizerak males are slaves as everyone knows. They are really
not treated any better than a pet. In fact, most pets get
treated better. They exist to aid in reproduction, manual labor,
house duties (such as cleaning, cooking, etc.), and jobs that
are dirty (Like garbage pick up and sanitation.). Their only
legal rights are that they can live on Cizerack worlds and can
not just be killed off. They are to be given a bed, clothes and
food & drink. Beatings are only to occur when the male makes a
mistake and even then within reason.
So I dunno if Cizerack would be able to agree to the laws.

The regional government is intended to have no impact on how you
play you worlds. What I want it to do is run the forums and
administer the region so to speak. I'm having a hard time
explaining this I think. So let me try to do it by example. In
article one for instance.
1. Every citizen of the Federation has a right to life,
liberty and security of person.
This probably won't be needed, because the government won't have
anything to do with actual roleplay events. That will fall into
the providence of the factions. The Cizerack and Imperial
Remnant could engage in genocides and the regional government
wouldn't care and shouldn't intervene because it exists to
administer OOC stuff.
2. No Federation citizen shall be discriminated against
for any reason, be it a result of their race, colour, sex,
language, religion, political or other opinion, national or
social origin, property, birth or other status.
This would be good to keep, because discrimination is a real
thing and we don't want it happening on these boards. I have
seen, in another region I was a part of some time ago, where a
person who actively espoused communism was hated on by other
members. Once again this has nothing to do with Cizeracks
discriminating against males, the regional government wouldn't
care because it's not here to control RP. What this has to do
with is making sure there is no discrimination because a member
is female, or Jewish, or Communist, or openly gay, etc.

More thoughts on this. Who would like to see connections between
the regional government and the "Region Page". For example, if
we elect a president they become the WA Delegate. The first down
side I see to stuff like that is it would require people to be
WA members to run for president. I'm trying to think of ways to
get the people who are on the Region Page only more involved in
the region.

Hmmm.. is there a way to make admins for the region page ON
NationStates? If not, I know that other regions just vote on who
they want for a position using polls and then the regional
founder posts in the regional information at the top who holds
what positions. There should be officers for Defense or War, the
Interior, Foreign Affairs, Treasury at least as well as a
Chancellor or President or both.
