What would to the point of an observer position be? The
organization is entirely transparent, there would be no
difference between an observer and a member.

We have no plans to establish an observer status at this time,
as it would be almost entirely useless. However, as with all
resolutions, if a member state were to propose the institution
of such a status, it would be voted upon as with any other.
